Among what the English postmaster general classes as *‘curious incidents,, in his annual report isthe certainly somewhat remarkable fact that a letter consisting of 26. words was by some ingenious individual onthe back ofa peony stamp, and still more unexpected is the anuouncement that the unique epistle safely reached its intended destination. Five anda half million letters were marked as “Returned,,—in other words, they could not be delivered. In many cases, of course this is due to the address, and the fact implies no carelessness in the sender. What, how- ever, is to be thought or said of the 26, 000 persons who at various times in the twelve month dispatched epistles bear- ing no address at allon the outside? It is difficult to conceive the state of men- tal perturbation in which a letter writer must be planged who omits to perform this very necessary and not difficult task; but anything is possible when itis tound that human careless- ness is equal to dropping an uncrossed cheque for over a hundred pounds into a pillar box, in the hope that it might reach some destination or other without an envelope to protect it. Of the 26,- 000 letters which bore no hint of the destination intended for them, 1600 “ contained value to the total amount of £3898,” so that these are clearly cases of mental aberration of the most ad- vanced kind.
