Brunswick and Prince Edward Is-

Thus was established a real Mar-
itime union, which continued down
to the year 1769 when Prince Fil-
ward Island was pemiltted to break
away from the connect.l_on.ai1d to
become a separate and distinct Bri-
tish colony, with a governor and
legLslature of its own. A few years
later New Brunswick followed the
Is1and’s lead. obtairiirig like the
Island ia. separate colonial status.
These separate systems of gov-
ernment. with such changes as the
procuririg of responsible govern-
ment, and the retry into the Ca-
nadian confederntlon had brought

down to the present. In fact, in
those days, enjoying only the most
primitive moans of transportation.
it was soon found to be impossible
to govern in any satisfactory man-

Islands demand was looked upon

i I have always been opposed to a
iMa.rltlme legislative union on any
terms that the other two provinces
would be likely to agree to. I al-
ways felt that the affairs of the Is-
land, isolated as it fs, could be
more economically and efllcently
managed by a govemment of its
own, rather than by a Maritime
one.
But the events of recent years
have wrought great changes. In the
,rapid and great growth of the debt
of the province. and so little to
show for lt. and in the lack of pru-
dence. control and edlciency inthe
business methods employed, I can
see forces accumulating and con-
ditlions pncviiiling which will ere
long force the Island into a union
with the two neighboring provin-
ces.
I nm convinced that our province
is slowly yet surely drifting in the
direction of such a union. The in-
fluences at work making for such
a result have been in operation
for a number of years back. I am
satisfied that one political party
is no more to blame for this than
the other. I will admit that there
is no good reason or justification
for such an undesirable outcome.
The Island should be the most in-
indcpendent, as it is one of the
most prosperciis sections of the do-
minion. It should be the last. to
lose its existence as a legislative
entity. `
I will go so far as to venture the
opinion that if the records of ir
dozen or more of the businesses of
the province were ,placed before a
thoroughly competent andl indepen-
dent chartered accountant, and he
be given the means of ascertaining
what we have to show of a, perm-
anent value for the large obliga-
tions of the province, he too will
agree that the Island is becoming
enmeshed in it web of great fin-
ancial difficulty.

Reports of the various church
organizations as contained in the
Year Book were presented and

The report of the Church War-
dens for 1932 was presented and
explained in detail by Mr. H. Win-
chester, Paople‘s Warden, and
showed a satisfactory condition of
the church’s finances. Total ro-
maipts for all purposes during the
year amounted to $11,527.44.
The election of officers for the
ensuing year resulted as follows:

year, had contributed to the suc-
cess of the church.
Glowing tribute was paid to the
Rector and Mrs. Raymond for the
splendid manner in which they
hozi ministered to the needs of the
congregation, and the leadership
shown in all activities of the
church.

is a system that is sure to lead t0
financial disaster.
Other provinces. in addition to
revenue from farm lands, possess
revenue resources that the Island
never had. They have various
mines of great value, they have in-
cxhaustible forests, they have large
areas of public lands, they have
all these. Some of them have more,
in the ownership of large revenue
yielding public utilities, the fruits
of wise capital expenditure. The
Is1and’s chief dependable revenue
resource is the farm lands of the
province.
It isiiiind foiiy to assume that
when the crisis arises and we can
get no more money from the banks,
the Dominion Government and
Parliament will come to the res-
cue. The Dominion a few years ago
gave an addition of $165,000 to our
revenues. Our public men say this
was on account, The other party
to the transaction, however, doesn't
admit that. The Island will most
likely be told that as it has failed
to show efficiency and prudence in
managing its business, it should get
under the wing of Nova Scotia or
New Brunswick-or of both.
As things are now, I would re-
commend a Maritime union rather
than be forced into it later on dis-
advantageous terms. I would begin
negotiations while conditions are
favorable. By doing so, we would
most likely secure the Maritime
capital for our city, as well as other
advantages for the province. In -a
forced union, a hard bargain can
only bc expected.
After all, there will be some ad-
vantages in Maritime union. As all
instance, the whole judicial systems
of the provinces will be changed.
Very large sums will be saved by
the eliinination of a large number
of unnecessary judges and other
officials, and the money saved
thereby will be available for other
and better purposes.
It is recognized in this province
by all disinterested persons com-
petent to give an opinion that three
well qualified judges could easily
deal with all our judicial business
in place of the seven judges who
now are doing their best to handle
it. No doubt; similar reductions
could be made in the other prov-
inces. The whole administration of
justice would be improved.

parcels had been made very gen-
erous this yea: through the co-
operation of chapter members; in
previous years parcels had been
made up largely from toys, etc.,
bought with funds donated by
chapter. Naturally the need for
something more practical present-
ed itself for this year, and when
donations were called for the rc-
sponse was most generous-into cv-
ery famlly's parcel went it remem-
brance for every member of the
,family, besides a large Christmas
pudding, groceries, reading matter,
etc.

chapter at different school closings
when I. O. D. E. prizes were pre-
sented, spoke of apparent pleasure
with which this evidence of interest
was received by principals and
teachers in public schools.
This being last meeting before
annual meeting in February, nom-
ination of officers for 1933 ensued
