By this method we should a'so avoid a conflict of authority, as one man, being responsible for his department and wth removal at pleasure hangicg over his head, would be more likely to ‘toe the mark” and endeavor to render bis department eflicient; sinecures and hangers on would be lopped off and economy secured. A number of onr many city ofticials might have to look for some- thing elsa to do, but the City asa whole could stand that. Other changes might follow in due course, but those I have pointed out will suffice for the present being intended merely for a “‘feeler” upon which I should like to have an expression of public opinion.
