THE FRANCHISE ACT. a Tue Franchiee Bill as introduced by tie Government was remarkable for its inap- licability to Prince Edward Island. The position of this Island is peculiar, as under Provincial laws we bave neither # ballot nor registration of votes. Under the ex- isting Federal laws we have both. The Government bill is for the purpose of applying the local laws regarding the making of lists and establising the qualifi- cations of voters to Dominion elections. Hence, under it, we shall have non-regis- tration, associated with a ballot. In the Goverumeat Bill there was no —s~pprovision for striking off bad votes. On thecontrary, if a voter took theoath he bad to receive a ballot and that was an end of it. Under such asystem the honest voice of the people could be ewamped by tramps and repeaters. In Provincial elections this could not happen, for the vote is open and the question as to the validity of any vote could be raised in the polling booth,—and an objection marked which afterwards could be made the of a_iegal The Senate has proved its usefulness in thie case as well asin many others. On the motion of Senator Fergueon, provisions have been placed in the Bill by which an may be taken when the voter Corresponding num- bers are placed on the ballot and the poll book, and the validity uf the vote will be decided by the County Court at a recount of votes. The remedy is simple and effect- ive. This recalls what took place in 1874 when the McKenzie Government endea~ vored io disfranchise all the young men and poor men of P. E. Island. It was the Senate then, as now, that preserved the rights of the people. But it musi be re- membered that the late Senator Haythorne, although a strong Liberal, voted against his party on this question iu 1874. Itisa pity that there are not amongst the Liber als of today men actuated by the same maoly independence. It is possible thatthe majority in the House sf Commons will reject the Senate’s amendments in respect to Prince Edward Island, and it is possible that the Fran- chise Bill may yet be loet by reason of the conflict that has arisen between the two Houses over the question of an appeal from the revising officers in Nova Scotia, New Manitoba to the Judges in those Provinces. But these results are not probable; and so we may, in advance, thank Senator Ferguson and his Conservative colleagues im the Senate for making the new Franchise Act work- able in so far as Prince Edward concerned. Under this proposijion then there would have been a profit of $1,604,000 by selling to the Government, but using Mr. Schreiber’s estimate, the profit would be $1,209,548. The revised terms allow the Government to buv on this annuity basis, or to pay $1,606,060 cash—less $65,000, yet to be expended in batterments, or $1.535,060.
