The esteemed Examiner takcs ob- jection to Mr. Yeo’s elevation to the 1 Senate on the ground of former Lior- ral objections to appointing members of parliament to oilice. It is quite true that a number of prominent Liberals, including the present Post.- master General, did protest against that sort of appointment, though now that their party is in power it goes on muchithe same as under a. previous regime. We are not concerned to defend the consistency of one party or the other but it does not appear that the appointment of a mem- bet of the Commons to be a member of the Senate comes strictly within the category of an appointment to oflice. The person appointed to the Senate is still,as he was before,a mem- ber of parliament, l-ii; in another chamber. He has noi, in the eye of the law accepted an office of emolu- ment under the crown, nor can do so without forfeiting his seat. He re- ceives a sessional indemnity intended to pay his expenses while in attend- ance upon his parliamentary duties, but this is not a salary, nor is his pe- sition an office in the ordinary or le- gal acceptation of thc term. Wethink that even the Examiner will agree with us in the opinion that men who have been accorded the eu- dorsation of the people at the polls and who have had experience:in parlia- mentary life are, where other condi- tions are equal, the_ fittest persons to be appointed to the Senate. And in the case of Hon. John Yeo, who had for forty years been elected by the people, the crown can hardly have l made a mistake in creating hiiii a law- maker for the remainder of his days. A great-'deal of nonsense has been expressed in and out of parliament in regard to the appointment of_in.iembers to oflicial positions generally. There is no longer need of six boys to do the i work on the old' farm when two of i them with the latest machinery can do the work. Hence three or four of the six, if the family of boys is so large, seek other fields. Not all of these quit farming, however. A num- ber iind their way to' the Northwest or Western States, where they can have more elbow-room than at home. After all it seems that the worst of the French shore troubles arise, not from the treatv of Utrecht but from a. British act of parliament. The corn- mon sense of the case appears to be to repeal the obnoxious law and give notice to France that she must de- pend upon the terms of the treaty. Those terms merelv give the right to take fish off the shore and dry them on the shore. To thee! conditions the French fishermen should be strict- ly conhned. It appears that in the present temper of the French gov- _l ernment there is little likelihood of their accepting compensation in lieu if the privileges given. by the treaty, and these must remain solong as Bri- ain and France remain at peace. They haven different etiquette in India from what prevails in Canada in regard to welcoming the coming and speeding the departing Viceroy. In Canada it has been the custom for the outgoing Governor General to receive and welcome his successor, as Lord Aberdeen did with Lord Minto. An English newspaper of recent date tells that it will be in accordancc_ with precedent that Lord Elgin and Lord Curzon shall not meet, in India. The former will quietly slip out of Calcutta shortly before the other slips in. Lord Elgin played the same game of Box and Cox when he suc- ceeded Lord Lansdowne. They ela- borately contrived to miss each other by a day or so. The reason of this little comedy is that the new Viceroy must neither be spoken nor thought of as the successor of the old. Neither has any official cognizance of the other. Each draws his powers direct from the Sovereign whose Viceroy he is and to whom also he is in theory answerable.
