Roberts, Jr. Associated Press News Analyst The time is approaching when the United States may have to re- consider its policy toward internat- ional control n! atomic energy. Not only are new war applicat- ions being developed. There are in- dications that progress toward in- dustrial use oi the new power is more rapid than originally expect- ed. For more than two years there has been standing belore the Unit- ed Nations a United States pro- posai to share its atomic knowledge with the rest oi the world, and ultimately to ban the manufacture of atomic weapons, ii everyone will agree to certain iron-clad methods of enforcement. Everyone outside the Ruuian sphere has agreed. The Russians have made counter-proposals which seemed to contain possibilities, but always hedged them about with impossible reservations. They won‘t agree to a real inspection system or to abolition oi’ the veto power in the United Nations Security Council on the subject. The Russian position is under- standable, in a way, Under inter- national administration of atccnl-r power she could always be outvoted. Until Russia gets it. the atomic bomb In American hands is the world's best guarantee against war. \Va.r might have come last summer over the Berlin situation, or it might come over any suoh crisis, ii Russia did not face that deterrent. Just as this military weapon in- sures against shooting war, so over- whelming strength on the economic irortt insures against victory by Russian iifth columns in the cold war. So, when the United Nations Atontlc Commission meets again next month, any Russian move looking toward an agreement will have to be loked at very closely. United States policy still is to let the matter rot-k along in the United Nations rather titan withdraw the offer and risk being blamed on moral grounds.
