Those who claim to read the journalistic signs of the times say that so soon as the war in South Africa dies down we are to hear more of England’s danger from invasion. ‘The speeches ol Lord Salisbury and Lord Roseberry®will give the journalists all the text they need,and for material they have only to turn to the series of vol- umes being publishe1in Paris underfthe historical section of the general staff of the French army. ‘These volumes are three in number and present complete studies of the French plans of invasion of the British Isles. In the first vol- ume, just published, Capiain Desbriere shows by an _ ingenious _ track- ing of meteorlogical curves that the expedition of 1796 to 1798 only failed because the French admiral refused to waita day or two longer for a storm to lift before returning to Brest. The second vol- umn will treat of the expeditions sub- sequent to 1797, while the third will be devoted to Napoleon’s extensive preparations at Boulogue. Itis not pleasant to think of the possible effect of these publications upon Frenchmen after a financially disastrous exhibition, and upon jingoistic Englishmen under the lashing of sensational journalists. Happily England is not wholly given over to jingoism, or France to nation- alism. However,should France so far forget herself that she will attempt to take Great Britain, her death knell would be sounded as soon as war was declared. The Daily Express prints recently a long letter said to have been written by Vice Admiral Seymour, in which he stoutly defends hisaction in advancing to the relief of the legations. Among other things, Admiral Seymour is said to have written :— “Two or three times our prospects were very dark and disaster seemed probable, yet T never regretted that I had started as I could not have re- spected myself if I had not done so.” Referring to the difficulties of con- trolling mixed troops, and to their characteristics, he said :— “The Germans were admired most ; but for dash and go none surpassed or perhaps equalled the Americans.
