A Naturalizition Act has been introduced in the Japanese Det. If passed it wil come into operation on January 1, 1893 Che qualifications for naturalization are as follows :—The applicant mvrst be of age and have the control of his property aceord- ing to the jaws of his native country. He must be of good morality. He must b capable of earning his livelihood. He must have continucusly resided in Japan for not less than ten years prior to his «pplication, and two years’ notice of the application must be given. If he is desir- ous of omitting the last two requirements, he must show either that he bas performed some meritorious work for the country, or that he ie in the Government employ, and this includes those who have assisted native invention, agriculture, commerce, indus- tries, orscieuce. A naturalized subject is debarred from the offices of Minister of State, Privy Councillor, Admiral and Field Marshal, but if he has been ten years naturalized, and has obtained the confi- dence of any constituency, he may become an M. I am afraid that the womes reformers of Victoria have more zsal than discretion They seem to have a faculty of overdoing whatever they undertake, even if it be only the talking of slang But when they come to matters which they think need reformation, they are simply furious in their enthusiasm ‘For instance, lately a convention of the Woman’s Temperance Union was held at Melbourne. Considering the amount of misery produced in the world by drink, one would almost have fancied that to edu- cate the universe in temperance would have been as much as the Victorian mitrons and maids could have undertaken. But, on dear, no! they reckon that only the beginning of their labors— their stand point from which to work A’ their recent meeting they soon got rid of the temperance question, and went on to the extension ot the Parliamentary suffrage to women. Then came a denunciation of the practice of attending concerts, &c , “‘scantily attired,” and last of all, a protest againat the type of wornanhood depicted in the advertisements of tobacconists. The last is just about one of the most foolish protests 1 have read for some time.
