The company now has authority to divert 40,000 cubic feet per second at Beau- hamois between Lake St. Louis and Lake St. Francis on the St. Law- rence river and is about to seek ap- proval by the Dominion of. with- drawal rights of 30,000 additional cu- bic feet already sanctioned by Que- bee. At one period, the King Govern- ment cont/ended that power rights on {navigable waters were vested in the Dominion. The claimwus contested by Ontario and Quebec and a decl- sion of the Supreme Court of Canada failed to finally dispose of the mat- ter. Shortly afterwards Quebec pro- vince gave Beauharnois its authority and the then Federal government ap- proved the plans fcr the work as not interfering with the rights of naviga- tion. . A year ago the whole situation was brought dramatically to the atten- tion cf parliament with the claim that the promoters-who had a very limited cash investment in proportion to the cost of the enterprise, which was financed by a bond and prefer- ential stock issue-had made them- selves a present of stocks of a face value of some hundred million dol- lars and that the ultimate scheme would raise this to probably three hundred millions. By comparison it made all other Canadian promotional enterprises look insignificant In the return it promised those influential enough to put it across. The demand was then made that the whole cir- cumstances be fully investigated and Mr. Bennett ,as lealer of the Oppos- ition, expressed the view that if the circumstances were as represented, complete inquiry was desirable. The matter was raised again a few" days ago by the U.F.A. leader, Robert Gardiner, who insisted the company had broken its lease and that it was still within the power of the Domin- ion to secure return of rights which he computed to have a value of hun- dreds of ‘millions. Mr. Gardiner charged that Senator W. L. McDougald of Montreal, for- mer chairman of the Montreal Har- bor Commlsslon and a most intimate friend of Mr. King was paid $780,000 and 208,000 class A common shares for his interest in the old company. These securities, according to the company prospectus, Mr. Gardiner said, were worth esopooooo, though the present market price is about $1,- 456,000.
