Sir Richard Cartwright does not, for ob- of wh ch he is a member bas increased the burden Of taxation which the members of that Gcvernment when in oppos'tion swore by the great Cobden Club to reduce. But he thinks that in about eighteen years they will be able to show a better reeult, not perhaps by an sctual reduction of the ex- penditure, but by getting a better service for the same expenditure, or an equivalent increase in the population. Far be it from us to ques.ion the capacity of the ad- ministration for iacreasing the population ; not having shown any marked capacity for anything elee, that may be their strong point. So far as legislation and adminis- tration ga, they “have abundantly vindi- caied the utle of their own assumption— “Flies on the Wheel.” And it is here to be remarked that ifthe fly is remarkabie for one ¢hivg more than another, it is for ihe repreduction of ite spec’es. The amount of buzzing they do appears to a casual observer to be out of all proportion to the amount of useful work they sccoms parallel, which, however, it ia unnecessary to puisue, because it will suggest itself to every intelligent reader. {tis awew role for Sir Richard to essay— thet ot an apologist for heavy taxation and extravagant expenditure. He succeed - ed better in the old days, when he railed a) the men who were grinding down the ner ny-banded son of toil, with their rail- wag subsidies and the ovefmanned ship of state; *hen McMullen lifted up his mel- li#imous voice and “wept over the cor- ruption in sigh places; when bonest John C\varlton preached against the sinfulneses of rejecting Canada’s natural market ino order toswell still more the bloated Cana~ dian e«.anufacturer by extracting thirty= eight millious per annum from the pook- ets of the Canadian farmer. Thirty-eight millions! Think of it dear bretbren ! [hir- ty-eight millions ! On, the wickedsess of buman nature! Thirty eight millions! Whet beautiful and affecting cartooas they used to publish in those days ! Canada wes represented by a horny-handed son of toi in his shirt eleeves and wearing a paper cap and he was always struggling through a Slongh ef Despond and terribly bendicapped by something strapped to his shoulderstbat looked like a feather bed and ucross the burden used to be written in big figures “$34,000,000.” And im the distance was always a picture of good Mr. Laurier without any Cobden medal, but with a halo around his head and with a big knife in bis bana coming to cut eway the burden of the distressed and panic- siricken workman. If Mr. Laurier was pot aronnd with the balo and his knoife, we bad Sir Richard himself equipped with the same outfit and evidentiy aminated with the same noble purpose. The son of toil is still in the slough, and the burden is bigger and heavier than ever, and good Mr, Laurier aud good Sir R chard are piling it on inetead of taking it cf, and somehow the halos donot fitas well as they used to. Have these good geutlemen po pity, pO sympathy for the poor man to whore relief they used to ruv-—in Libera! cartoons? Lots, bat now instead of wielding the big koife, they give the poor man ad vice—tbhey counsil patieuce. “Waita littl while. Eighteen years wil) soon slip by and by then (if you are mot drowned in the meantime) either we wil: bave reduced the burden of taxation or we will have increased the population.” If Sir Richard succeeded better when he was «ttacking the extravagances of the Couservative regime thao he dees now while be is izng for the worse extravagances of the Liberal regime, it was becanse then he jad some measure of trath and justice on hin side. His present role does net become him. Sampson has been shorn of his locks by the Delilah of office ; apvlog {everything that it ought not to have done, {and left undone everything tbat it ought to have done according to the Cartwrightiza code. And now, when they whisper jhim “The Philisiines be upon thee,” he waken* to fined himself weak and helpless, aod at the mercy of his foes.
