(Continued from page bs ' enough time to the patients, Some: atten- dants bad told nim if they were sworn they would tell him how much time the Doctor gave. Mr. Blanchard and he visited Dr. Frazer when be was jjl, He was informed Dr. Blanchard saw him Sat urday morning. He was interested in him as a acquaintance. The patients used to go to bed 7 T o’clock as reported by Mr. McPiail whereas the bye-law 8 o'clock. This was going On for 4 years. The Medical Superintendent chenged it t- 8 o'clock. When be and Mr, Blancbard wentthrough the wards patients and at- tendavts com plained of being kept up. Oo Tuesday morning the Medical Super-~ intendent told him that he was over» tuling bye-laws ty requesting Mr. Me~ Pbhail to allow the patients to retire at 7 oeclcck. Dr. Blanchard could not have seen Frazer from Saturday till Tuesday. Witness thought proper case was not g:ven by the Medical Superintendent and that a resideni doctor was a necessity. He was made to under- stand that the Medical Superintendent did not give enough time to patieats. He brought to the notice of the Board the fact of the doctor’s absence during Frazer’s critical condition. Dr. Blanchard—I severely reprimanded the officia's for not reporting Dr, Frazer’s condition. W itness—A:ways visited the storeroom. He found the meat good and sound, The bread was generally good, rather coarse. He did not know anything of the bull beef. No complaints came to tbe Board from the Medical Superintendent about food or abecut the cold, He knew nothing of the cold except On a visitone morning. None of the attendants told him of the cold. During the winter instructions should be given to keep up fires longer. ToDr. Conroy—The board visited in turns. It was considerec thata monthly visit should be sufficient provided proper management exiisied. Though he aught to have visited ofteorr than he did. To Mr. Rogers—The attendants are not educated properly to look after patients, Should be lectured by medical superin-~ tendent. Thema'e attendants are gene- rally good, and same females. The wages ia not tatisfactory. D:. Blanchard to Mr. Rogers—Wages are fixed. The attendents are the Lest to be procured for the wages given Lr. Blanchard h»:e read a memorandum Of bis visits tothe asylum, From Jvne Ist, 1898 to Dec. 3ist, 1°98, 183 days, be had made 1£5 Vise. From January l|st, 1899 io Sept. Slst, 234 days without S in- days, 245 visits were made. He was pot tupposed to visiton Sundays, but often did. Dr. Blanchard also read a portion ef hie repo:t tothe Government for 1891, To Mr. McRachern—W hen a patient is sick the attendauce on him is increased, A patient’s pulse and temperature is not taken by attendants owing to incom- petence. Whendeath occurrs immediate notification is always given. The eubycenaing of new witnesses wa3 discussed and deemed unnecessary: The taking of evideece here closed. Mr. Farquharson said be made reference the other aay to something thet appeared in the press of this city, and thought at the time that the press was very unfair, The press ia stil] following it up and 1s prejudicirg the public and ihe commisticn. His name was 4sed in respect nto “fixing” the report of the commissiorere. He would like to have the cummisioners’ Opiaion on this matter, me al and to express jtheir sirong dieap- proval of this action. The statements bave bien greatly exaggerated and celculated todo this province barm. The investigation has proven the state- ments which appeared o be almost com- pletely talse JThe resson he referred to thie, he said, was that the commissioners in their closing report may express their Opinion On the action of the press of this town on the whole sitnation, The commission followed criticising the course the press hed taken. A desire to fiod out tacts had been the motive of the investigation, If the press keeps within the law nothing could be said. Poli'ics would never enter into their consideration. Dr. Conroy said that if avything can be corrected Mr. Far: jubarson would be the more pleased that i it had been found out, Nothing oughtito prejudice the people or commicsion. Common fair play should dictateja differen: course than (he press bas followed. It wasareflection on the Premier and on the commission, and an insinuation against their fairness and honvesiy. If the report of the commission was found to be different from the evidence then was ihe time for the press to criticise. Lhecommissioners met last n’ ight and prepared their preliminary report which has been sent to the Governor. ——-—. 8 oe Weary of Experimenting With salves, sup bositori ieS and ointments and dreading : a surgical oderation, scores a nd hundreis have turned to Dr A.
