The name and fume of Mr. Gladstone "the eminent. Christiiui statesman," as he is often called, has been much ; used to bolster up the Boer cause. Few of those who so use it have a very clear conception of his entire attitude in connection with the mutter. Shepstone had with hiin a force of only 25 mounted police, when he took pos- session of the country in the nanie of the QUCCH. which. in the absence of further conlirination. affords suilicient evidence that the change was made with the consent. if not with the approbation of the Boer population. But when the Bri- tish had conquered the Zulus and estab- lished peace and order. and after British rule had been established in the Trans- vaal for two years,the Boers in 1879 began to agitate for retrocession. In September of that year Sir Garnet Wolseley,no\v Lord 'Wolseley, went to the Transvaahand after satisfying himself that the demands of the agitators ought not to be granted, issued a proclamation of which the following was the essential clause: Now, therefore, I do hereby proclaim and make known, in the name and on be- half of Her Majesty the Queen that it is the will and determination of Her Majesty`s Government that this Transvaal Territory shall be and shall continue to be 1-‘onzvnrz an integral portion of Her Majestys dominions in South Africa." This took place on the eve of a general election in the United Kingdom. Mr. Gladstone was then conducting his famous Midlothian campaign, during which, in an impassioned speech he made the following reference to the Transvaal: “What is the meaning of adding places like Cyprus ani places like the country of the Boers in South Africa to the British Empire? And moreover I would say this: if those acquisitions were as valuable as they are valueless, I would repudiate them, because they are obtain- ed by means dishonorable to the country.' The plain meaning of this was that if returned to power he would restore in- dependence to the Tran svaal. It wa.s'so understood by the Boers, who passed him aresolution of thanks. ._A littlelater they were rejoiced to tlnd that Mr. Glad- stone had been returned to power with a large majority. But they soon found that Mr. Gladstone as leader of the Opposition and Mr. Gladstone as leader of the Government were two different persons. For in opening the following session of Parliament in May, 1880 he put into the Qneen’s speech the following passage: “In maintaining my supremacy over the Transvaal, with its diversified popula- tion, I desire both to make provision for the security of the indigenous races and toextend to the European settlers institu- tions based on large and liberal principles of selfgovernment.” And the decision of the Government was communicated to South Africa by telegram as follows!-“Under no circum- stances can the Queen’s authority in the Transvaal be relinquished." Kruger and Joubert in a. joint letter remonstrated. Tothem Mr. Gladstone replied: “We have to deal with a state of things which has existed T for a considerable period, during which obligations have been contracted, especially, though not exclusively, towards the native popula- tion, which cannotbe set aside. Looking to' all the circumstances both of the Transvaal and the rest of South Africa, andtotho necessity of preventing a. re- newal of disorders which might lead to disastrous consequences :not only to the Transvaal but to the whole, of _ South Ah-ica, our judgment is that the Queen cannon be advised to relinquish her sovereignty over the Transvaal." _ Weall know what followed.
