The resignation of Inspector Jenkins ‘coupled with the fact that one of the _ violators of the Prohibitory law, convicted of a third ofi‘ence,has been for days about the city and no attempt made to arrest _ him, is calcula‘ed to make the friends of the law inquire where they are at. Mr. fJenkins has from time to time expressed f his conviction that the law can be effect- ' ively enforced if continuous and energetic action is taken to that end. His own fgood .success during the time that he fgave his service to this worthy object aifords convincing evidence of his con- tention. But to effect the enforcement :of the law efficient and zealous prosecu- ytcrs must be kept at work and they must | EIO plld. 4 I No better man than Mr. Jenkins could probably be found for the work and the ,friends of law and order feel that his re- ,signation is ar public loss. He resigns be- tciuse the Government will not pay him a A suilicient salary to enable him to give his whole time to the work, and his entire time is obviously necessary to that end. Having collected in fines the sum of $3,300 as Mr. Jenkins has done, it is natural that there should be surprise and ,regret among the friends of the law that is larger salary is not forthcoming. Why should not the money derived from the operation of the law be devoted to its en- forcement ? The legitimate object of the , law is not the making of money but the suppression of the liquor traffic. If even 'half the fines were devoted to the carry- 4., intl out of the law by meansof prosecutors as zealous and capable as Mr. Jenkins it would prove nohly effectual. What the Temperance Committee asked was that Mr. J enkin’s salary should be in- creased and his services retained. It was a. most reasonable proposition, and beyond question it ought to have been accepted. It is impossible not to feel that if the _N Government were seriously desirous of 1 having the law carried into effect and the pl liquor business in Charlottetown ,reduced to the smallest possible A proportions they would have re- tained the services of the most N efficient prosecutor available, and backed li up his efforts to any reasonable extent ` with the money derived from dues.
