A HISTORICAL RELIC. Original Copy of One of the Twelve Con- stitutional Amendments. Hanging upon the wal! in an offiee in the board of trade building, Indianapolis, is an interesting historical relic of un- Conbted anthenticite. Tt Is no leas than one toe 13 original copies of the 12 amendments to the constitution. One of these copies was sent to each of the 13 states that formed the compact. This doc- ument is a parchment 28 inches wide by 32 inches long. It is perfectly preserved, the ink in some places stilla jet black, but fer the most part a rusty brown, ‘The handwriting is admirably plain, free from all flourishes and as even and regular us copperplate. At the top of the parchment is written in large letters: ‘*Congress of the United States, begun and held at the city of New York, on Wednesday, the fourth of March, one theu- sand seven hundred and eighty-nine.”’ Then follows the reason for the making and sending of these purchments to the 13 states: ‘Iv he conventions of a number of these states having at the timeof their adopting the constitution expressed a desire in order to prevent misconstruction or abuse of its powers, that further declaratory and re- strictive clauses should be added, and as extonding the grounds of public confidence in the government will best insure the beneficent ends of its institution, ‘Resolved, By the senate and house of representatives of the United States of Awerica in congress assembled, two-thirds of both houses concurring, that the follow- ing articles be proposed t# the legislatures of the several states aa amendments to the constitution of the United States, all or any of which articles, when ratified by three-fourths of the state legislatures, to be valid to all intents and purposes as part of the said constitution—viz (here follow the 12 amendments).’’ This valuable parchment bears the fol- lowing autograph signatures: ‘‘ Frederick Augustus Muhlenberg, speaker of the house of representatives; Jobn Adams, ¢ vice president of the United States and president of the senate. Attest: John Beckley, clerk of the house of representa- tives; Sam A. Otis, secretary of the sen- ate.’’ This document belongs to Charles A. Shotwell. Explaining how it came tnte his possession, he said: ‘‘I was living at Troy, O., at the close of the war. I got it from a soldier in an Ohio regiment. I believe it cost me $5.
