And, generally speaking, self interest has been successfully pusbed.,But even in the promotion of self-interest much is lost even to self in the neglect of the general good. There are common interests, inter- ests which concern communities as a whole and the province as a whole. In our community life, as well as our ales. The individual looks after him- with the whole community, has lost through want of united effort on the part of the whole community. Here in Charlottetown there ure mirny interests which concern the whole citizenship and which can be promoted only by the .citizens as a| whole. Such interests, because they are general, and everybody's busi- ness, are left to the slow process of evolution. Sometimes they evolve into 3 general benefit, more often they remain undeveloped, to the loss of the city and of each individual. in it. In this the need of a central heed or organization is to be seen. And what applies to Charlottetown, ap- plies to every community in the province. Why could not a Prince Edward Is- land League be organized? A central Club -could be organ-ized in Charlotte- town us a beginning and similar or- ganizations could be formed in other communities throughout the prov-mee. When occasion would demand it, dele- gates of the different organizations could meet and discuss such questions as would be of mutual interest n and ugrec upon matters to 'bc pushed through oui Civic Councils, our leg- islatures and our parliaments. V What, for instance, could such an organization do for Charlottetown? .A P. E. ISLAND LEAGUE. sent agitating the minds of at least some of our citizens, namely, the Hmoiition of market min. 'rue city Council has no definite idea as to what the opinions of citizens gener- ally or of our merchants are. There is _diversity of opinion and the City Council, would, we feel assured. £154' ly be ruled by the wish of the citi- zens. If the general opinion of citi- zens needs to be directed into chan- nels which lead to the general good of all, a means of imparting such education would be found in the lea- gue we propose. Questions of general interest would be intelligently dis- cussed, the consensus of opinion ob- tained and the City Council would have definite information to act upon. With an enlightened public opinion behind them our city press could un- ite in demanding reforms and im- provements, and their united strength would be irresistible. In country communities and in the towns and villages there are many questions upon which there is no un- animity of opinion, simply for want of direction and conference. A leetlle such as we propose would serve to crystalize the general opinion into a' workable form and the community, standing together, could demand re- forms and improvements, and their demand would carry weight. Who in Charlottetown is sufficient- ly public-spirited to move in this matter? A league with a limited exe- cutive could set mnchiuery in motion which would wield almost unlimited power for the good of the city. And such a league in touch with similar institutions throughout the province could do very much for the province at large. We have too long been divided and each pulling for himself. In this connection may we not hope that there shell be given a stimulus and encouragement to the shipbuilding lndustry of Canada which has long been lacking." Englaud's great need however is men, not ships and she has room for many men in her present navy. If the emer- gency is as acute as the politicians would have us believe why should there be a delay of months in offer- ing our aid.
