T.- In. man's. , Militiamen readers of The Guardian will be interested in the following extract from a report of the proce- edings in the Dominion Parliament a few days ago. Replying to a question concerning the militia par- ade at Quebec, Sir Frederick said it was proposed to gather halfctbe strength of each company except those in the far west. The gather- ing would he regular camp of ln- struction with a great. parade at the end. There would be no recruits, only those who had drilled before would be included. All. the officers wi'll go. The cost would be charged to the militia expenditure noi to the ,Quebec battlefields vote. Ii: was in~ ‘tended to make a representation of western corps, but not up to fifty per cent. Those members of the city corps who do not go to Quebec will have their drill at home. Those of the rural corps who were not taken to Quebec would get no drill._ The recent debate between the students of Kings and Mt. Allison College was quite an event. Mount Allison was v-fctorious over Kings both imiorm and argument. Kings argued in favor of the secession of the Maritime Provinces from the Dominion. Hon. Barker, Hon. White Prof. McDonald, judges, made .the award as follows: Kings, argument 588, form 265, total 853; Mount lAlli- son, argument 614, form 296, total 910. Mount Allison was represented by J. C. Rand, Moncton; A. R. Reynolds, Newport, N. B.; J. S. Ast- bury, Stellarton, N. S. Kings men were L. H. Martell, J. F. Tupper, G. E. Tobin, the last being from St. John. The debate was held in Ling- ley Hall, Sackville, N. B., and was well attended. Prof.. Tweedie acted as chairman. Reynoliis claimed sec- ession would be against expansion and showed how the provinces have progressed under confederation. Great coal, iron and steel interests of the provinces are bound up with _the Dominion and secession would be to get uncertainty for s certainty. It would moreover, remove Upper Canadian markets for the provrnccs. Ha also instanced some of the ad- vantages the provinces have under present conditions. Tobin, who, (oi- iowed, held that confederation had increased the liabilities of the prov- inces, and had taken away their on- marching position. He touched also upon the matter of the P. E. I. tun- `nel. 'Astbury dealt with_ the tunnel, and pointed out the impos- sibility of P. E. I. ever improving the means of communication when separated entirely. P.--Ida MacDougall. ?*?’.€ ?’“°‘1‘ The St. John Star, in speaking of this Province and automobiles says: “The legislature of Prince Edward Island has declared in favor of the total exclusion of automobiles from that province, and a bill giving effect to this resolution will be introduced and passed at the present session, both parties being in agreement on the principle. This is ii rather pecu liar step to be taken by any pro- vince in an age such as this, but in Prince Edward Island conditions are peculiar. The country is thickly settled and although railways reach most of the principal towns there are many districts from which resi- dents can go to the cities only by carriages. As trade centres chiefly in the capital and two or three smaller towns in other countries and vince as much as ls_the case in New Brunswick, hundreds of farmers find it necessary to drive from place to place every week. The distances are not great and horses are perhaps used more than in any other pro- vince of the Dominion. On the Is- land at present there are only nine automobies. Since the first one was impgnted there have been a large number I accidents arising from the somewhat terrifying appearance ol' these machines. It is very doubtful if _ape legislature has power to pass su a law as this. and there is still greater doubt that even if such power is possessed the act will re- main in force for many years. It can' scarcely be regarded as advan- ced legislation, but it is perhaps in line with _that other famous bill by which commercial travellers were sub- iected to an annual tax of $100 which brought to the province a few thousand dollars in direct revenue, but for which the people paid many times this amount in higher prices for goods.
