Fourteen years ago the old regime of isolation gave place to Confederation. Those loyal-and patriotic men who de, clared, in the face of bitter opposition, that a’union of the North American Pro- vinces would elevate their position, ¢yn- solidate their influence, and advaice their interests, have now no cause to be ashamed of the positioa they took. Look- ing back over the years which have elapsed since first Dominion Day in 1897,we can find much cause for hearty congr ‘atalation: Happily opposition to the great scheme has yielded to a better feeling aud more comprehensive politi- cal views. Thereis now no fear that any party will carry its bitterness against the Government or institutions of the nation so far as to assail the constitution, Let us consider the progress made by provinces separately, or the Dominion as a whole, during the past fourteen years, as compared with the same period pre- eeding confederation, and surely we must all admit that our position has been ele- vated, our resources improved, our strength consolidated, and our na- tional, character .and influence greatly advanced under the new. nationality. Durivg the past twelve months great progress has been made in the develop- ment of the unbounded resources of our commen country.. The Canadian North West, vot ..long. sinee, spoken © of only asa snow bound, ice locked, desolate region—a ‘place unfit for human habita'ion—a desert untrodden by man—the home of the bear and the wolf and other wild animals—is now universally acknowledged to be not only a place fit for habitation of man, but its soil is acknowledged to be se valuable that great caution is being ete. They are pronounced by all persons to be exceedingly fertile, and destined at millions of .the human family, The country that was beyond the pale of civilization, is fast opening up for the reception and occupancy of the sons and daughters of the over-crowded countries of Europe, and will, ‘ere long, become important additional Provinces of the Dorainioa. The construction of the Pacific Rail- read is intimately connected with large emigration from Europe to the North West, and the gratifying fact that its contractors are making rapid progress with the work, is cheering ip the extreme. Our pew nation embraces the biggest half of a continent, and is washed on the North by the Atlantic, and on the West by the Pacific Ocean. It was certainly a grand conception to unite so great a coun- try under our general Government, having covtrol of its financial, commercial, military and general interests. The population ot our common country is rapidly increasing, and ere long will re- ceive as great influx from Europeans seeking for homes on our fertile soil. Our political and judicial institutions wonld do no discredit to older countries. Our relations to the Mother Country have baen drawn closer by the appoint- ment of | our present Governor General —the Queen's own son-in-law ; and by the appointment of our Prime Minister asa member of Her Majesty’s Privy Council. We have a voice in making commercial treaties affecting our interests by sea and land. The beneficial working of our National Policy is everywhere being felt and ac- knowledged. Our manufacturing industries, even down here by the sea, are multiplying with a rapidity which is very grayifying, and will soon supply all our domestic wants. Railways are being extended and general prosperity prevails. At a meeting of Presbytery, held in Sum- merside on the 29th nit., Messrs John Mc- L: ed and Angus MeMillan, having given in ail their trial exercises, and these having been sustained, were duly licensed to reach the Goepel. Moderation in calls was granted to New Londen and Strathalbyn, in the former place on the 6th and in the latter on the 13th inst. Mr. MeLeod was appointed to Clifton for the Ist Sabbath in, July and to Weodville for the 2nd, 3rd and 5th Sabbaths ef the same month, and also the Ist Sabbath of August, and to Strathalbyn on the 4th Sabbath of July. Mr: McMillan was appointed to Strath- albyn for first three Sabbaths of July, and to Clifton and Granville for the last two Sabbaths of same month. Rev. M. R. Six —Referring to Inspector of License I understand the Government at the last ses- sion appeinted Inspectors fer each County, ata ey ef two hundred dollars per annum whose business it was to go through the disirict to see that the said license Jaw. was properly car- ried out, not only as regards spirituous liquors, but also for selling and vending goods or merchandize. Now as far as this County gees, no man ever saw an Inspector in this part of the district, and it is a well- known fact that the license for spirituous liquors is violated every day witheut an scruples, and the country is overrun wit pedlers selling merchandize and all other kinds of goods, who upon demanding their license there is not one out of ten, can pro- duee alicense. If this be the case would it not be better, Mr. Editer, to repeal the Statute, let all sell free, do aw ane the office of Inspectors, and save County the sum of six hundred dollars per year, certainly the taxpayers would have that sum less to pay. a you vindicate what is right, I remain, .
