December las: sho we that the balance against the Province has been increased $71,165.61. The Province owes that much more than it owed at the beginning of the year, but to ascertain the deficit for the year the expenditure ou capital account must be deducted. All 1Govermncnts of whatever party recognise a difference be- tween the payments made forthe ordinary services of the year and payments made for new public works or buildings. If a farmer bull-is ahouse costing $1503 ,ora barn costing $391) he knows there is a difference between such expenditure and the orrlinaryliving expenses of the _ year.l1e is not necessarily poorer for hav- ' ing built a new house or barn, even if he h-is borrowed the money to ply for iz. The three items to which we have taken exception above amount to nearly $4,000, and if added to the dellcit would make it something over S3),‘).)). Undoubtedly our provincial incomcis far too small for our requirements, and some means must be devised obtain an increase, or otherwise there must be a xesolute curtailment of expenditure in orderto restore the equilibrium between receipts and outlays. At the same time it must be admitted that the amount raised within the Province and frcm its _own people is but small. OI a total in- come or $232,000 no less than $218,000 was derived from the Dominion subsidy debentures sold, and. the taxes on com- mercial travellers aud outside corpora- tions, leaving but $81,000. directly con- tributed by the people of this Province. Turning to the expenditure side of the account the amount expended by the Gov- ernment directly for education is quite out of proportion to what the Government I otany Province expands for that purt ose. Last year this charge was $129,113, or more than twice the total sum contribut- .- ed directly to the revenue of the Province by the people of the Province.
