Feb. 20th. when an Ice Carnival was held in aid of the Stewart Memorial Health Centre, Tyne Valley. A large crowd was in attendance and many were in cos- tume. Two clowrls were also pres- ent and added greatly to the en- tertainmcnt. Among the costumes were the Pied Piper, Robin Hood. witches, ltabblts, Old Chums. Mam- my & Pappy Yokum, Spring, Spud Island, the Gay Ninetys, Rastus, Aunt Jemima, Valentine, Cowboy and his bride, and many others. Prizes were given to the winning contestants. Lunch was served and home made candy was on sale. Juvenile delinquency seems to be growing into quite a sizable prob- lem in Summerside. Reports in- dicate that there is an unpreced- ented petty crime wave smug iuvenlles in our town. Consequent- ly, the lack of a suitable detention home for juveniles convicted of crime in Prince Edward Island is causing some concern to our Judic- ial heads. The practice has been to send our erring youth to a mainland institution but the attit- ude of the mainland authorities discourages ” uation of this procedure. 0 I 0 Well. the establishment of a home of correction on Prime Bd- ward lsland for Juvenile delinq- uents is doubtless a pressing need and should receive the early at- Ev- ery Province should live up to its lstatus as a Province by standing on its own feet in such matters. 0 0 0 It must not be forgotten. how- ever, that a far greater problem lies behind this juvenile crime -wave than the establishment of a suitable reform school. "Prevention is better than cure" was never more surely borne out than it is in the problem of juvenile delinq- uency. It is doubtful anyway if homes of correction will cure de- llnquents any more than wheel chairs will cure arthritis. Both the reformatory and the wheel chair are sometimes absolute necessities but we must look further for ef- fective methods of fighting the diseases. 0 0 O A boy has been defined by some- body as a "complicated mechanism of bones and muscles capable of all things except rest". They must be active all the time. They must have pursuits and projects upon which to exercise their keyed-up enthusiasms. If desirable outlets are not available to absorb their energies, they may drift into un- desirable channels of endeavour. I I O The Town of Summerside. or rather the citizens of Summer.-lide, do offer attractive activities for the youth of our town. The Y's Men in their sponsorship of the Boy scouts are doing a fine work among the boys. We doubt if you will find any juvenile delinquents among boys who are active. or have been active in Boy Scout work. The work of the summer- side Kinsmen among boys in the realm of sports is well known. They have contributed much in the last four or five years to help combat juvenile delinquency. The air cadet movement is another worthwhile activity that is flourishing here. 0 O 0 In spite of the splendid work of these organizations, however, Sum- merside lacks some of the facilities for youth welfare found in most towns of its size.
