In the President's reply to a communica- tion received from the American Fisheries Union of Massachusetts, cailing attention to the fisheries dispute, and suggesting that the retaliatory act passed would, in their opinion, be sutliciently executed if the | proposed retaliation was confined to clos ing the United States market to Canadian fish products, he says: **The eXisting controversy is one in which two rations are parties con cerned. The retaliation contemplated by the Act of Congress is to be enforced, not to protect solely any particular interest, however meritorious or valuable, but to maintain national honor, aud thus protect In this view a violation of American fishery rights and unjust or un friendly acts towerdsa portion of ourcitizens engaged in this business is but occasion for action and constitutes a national affront, which gives birth to, or may justify, retalia- tion.
