THE PARK ROADWAY.
inthe recent discussion upon the pro-
posed concession of speeding privileges to
the Gentlemen's Driving Club on the
Park Roadway the claim was publicly
made that in Boston and other cities
of the United States precisely similar
privileges to those asked for here had
longsince been conceded. We thought
the matter worth inquiring into and
wrotea friend resident in Boston as to
the facts. We have his answer before us
withaplan of the driveways on Blue
Hill Avenue. Dorchester and on Sweet
Street running from Boston to South
Boston.
“The City of Boston" our correspondent
writes, “grants permission to speed
horses on a hall mile of Blue Bill Avenue,
Dorchester, to he used only on certain
hours during the day. The City fur~
niahcs mounted police to keep the truck
clear and protect thc public. The _same
privileges on Sweet Street, running from
Boston to South Boston. No such
privilege is granted on any park in Bos-
ton or the Metrcpolitlan Park system.
'l`he Town oi' Brookline grants the same
privilege during the sleighlnrz Season on
Beacon Street from Coolidge Comer to
aid out the same as Blue Hill Avenue."
Note ln the first place that no such
tetown is granted in any pork in or about
Boston. Note further that Blue Hill
Avenue, Dorchester, and Beacon Street,
Brookline, where speeding is permitted,
Roadway. Ours is a single carriage way
with foot walks on each side. Blue Hill
Avenue and Beacon Street are shown on
the plan sent us with double electric car
tracks in the middle, rows of trees on
each side of these, thcn two broad drive-
ways, one on each ride, and a sidewalk
at, the outer side ci each driveway. There
lB_t\ public driveway always open and free
to everybody,l while a half miie of the
other parallel driveway is permitted for
usc during certain hours of the day as a
speedway.
There is thus no interruption of ordin-
ary carriage trafl`lc or pleasure driving
during, the hours of spending, as there
would he here if our Park Roadway were
given up to the specders. ln Boston the
always open public driveway makes all
the difference in the world. Whosocver
will may drive nlonq this parallel track
in perfect safety, and watch the speed
i competition or not as they may fccl dis~
posed. And there are mounted police pro-
vided' by thc city to keep order. We
leave it to our fair-minded renders to
judge ofihcdlfl`crent» conditions existing
in Boston and here in mnny'respects, and
cspccinlly because of l.ln.\cntirc exclusion
of the carriage driving public during the
time proposed to be set apart for speeding

are altogether different from our Park that the are anxious to minimize that

aummer vacation in country districts two
weeks, to include the months of July and
August.. Areason for this le diilloult to
tlnd. In country districts the only
months of the year during which it ie pos-
sible for our children to attend school reg~
ularly, are June, July, August and Sep
tember. and now it is promised to have the
school closed two of these. In the Spring
and Autumn there are cold rainy days,
when small children having irom oneto
two miles to go, cannot attend, and in
winter there are many days when even
the largest pupils find it dillloult to reach
the schools.
By a careful examination of twenty reg-
isters. in schools that have had Spring
and Fall vacations, l find that the attend-
ance of pupils during the months of July
and August has been greater than during
any other t\vo consecutive months. I
wonder on what facts the Board of Educa-
tion could have based the proposed
change! Dc they ask us to close our
schools the very time of year that. it is
moat convenient for_cur childrentoattendi
At no other time of year can our children
be educated at as little coat. The running
expenses ol’ the schools are then at a rnlni-
mum and the children can go with much
less clothing. Again the children can
easily be spared from the farms these
months, while they are needed at home
during the time of the picking and plant-
ing of potatoes. Au examination of ten
the last half of May and the first half of
that the Board of Education consider our

injury in every conceivable wayl That
guard and must be kept open to our
children. Every ef’l`ol't must ho directed
towards increasing theattendunce, and
the attendance cannot. be increased by
closing our schools for the months of July
and August. -
In the towns and villages it is quite dif-
ferent. In winter the sidewalks are clear-
ed in time for the children to get to
school, and the buildings alford som
shelter from the cold, biting winds. Again
these some buildings and stone pave
ments intensify tho warmth of summer
und shut out the cooling breeze. It may
be quite possible to have an even larger
attendance here in winter than in sum-
mer.
By unthinking people it is sometimes
said that t-hc weather is too warm in July
and August for children to uticnd school.
In some of the other provinces this might.
be quite true. In many districts of Nova
Scotia and New Brunswick thc tempera-
ture is frequently over 85 degrees durlniz
the afternoon session of tl-c school rlny for
weeks at u time, but it rarely reaches 85
ncvcr on continuous days. \\ e have not
live days oi wcut-her uncomfortably warm
in our schools in the country during thc
mouths of July and August.
If thcrc is to be any change at ull, it
should be to some time in vllnt-cr, when it
is impossible for many of the children to
get to school and when those, whore par~
ents arc located near enough t-he school,
to get them there, must. sit round the
stovc shivering most. oi’ the forcnoon, or
in thc Spring, when many of the children
are unable to get to school without wut
feet. Of all thc months of l-he year,
for _thc sake oi' the health of the chil-
dren the school should be clos-
ed in February or April. ' For,
the sake of the education of the
children, oiall the months of thc year
the country school should hc open in
July and August.
