A s oi business done showed a volunu oi seventy thousand dollars for the above period. Oonjunetively our Insti- tute has encouraged when ble whatever was thought o! terest benefit to our community. During the past year it iostered the organization oi a. boys’ and girls’ cali club and’ poultry club. With the construction oi improved highways and increased tourist traiiic, the beautiiying oi our homes by the higher ofliclsls has been urged as being s provincial asset and enhancing the value o! isrm property, and it was discuss- ed by rn-ernbers present euco - ing the extension oi the elect-rc line to Uigg and Kiru-oss which would find iavor with not a iew. In discussing the economic and agricultural conditions the follow- ing extracts irom the prmidenvs adios. may be of interest t0 members who were not present. “We feel we are still in the thrOeS iOf depression or suffering irorn the consequence thereof. Famers say ‘this is the hardest fall yet.’ The revenue ircm farms ls incom- lparably low. According to provin- ‘lclal statistics our farm revenue cropped irom 25 million dollars to the present low level oi 5 millions. This financial condition is in some measure due to D001‘ crops, but |more so to limited market and high cost of overhead. The de- piorable condition oi agriculture in the province is shown by the nurn- ber oi vacant iarms. 700 in all. and many acres slipping back int/u reforestation. The youth oi our province are leaving us and find- ing employment elsewhere. The exodus from our province results in decreased tartable ropetty and an embarrassing sltua ion for any government to carry on the public aiiairs oi the province. Acknowl- edging as we all do that agricul- ture forms the basic industry oi’ the province upon which the eco- nomic prosperity depends, one would presuppose its recovery and prosperity would form the chiei’ concern oi our governments and all classes oi citizens. In this rc- gard we note the utmost indifler- ence. When the ‘axe of economy’ is laid as to government expendi- ture, agriculture receives it in the neck first oi all. in this regard we note that provincial grants formerly $15, now $10; and iur- ther we note in view oi military preparedries the public estimates from Ottarwa show a cut. on agri- cultural expenditure oi‘ $180,000. "During the last session we have witnessed the abolishing oi the ‘Creditor Arrangement Act’ irom the statute book. This Act gave s breathing space to manyaweary debt burdened farmer, obnoxious to the money shark who leit no stone unturned to have it repeal- . In the year 1966 there were 500 cases oi iirms who went Jhrough bankruptcy and had their ldobts discounted. Obviously the question arises ‘Why should not iiarmers be entitled to like privi- Xegeiriiith d ssing “ 0 er enre aspect oi agriculture is seen in the number oi mortgaged isrms; iully 50% oi roperties are heavily en- cumbered beyond their market value. This condition coupled with starved fertility would require con- siderable capital to bring them beck to profitable production. T0 improve the status of agriculture there should be an eflort made t0 appeal for coordination in a logi- cal and reaso le manner. It should be imperative that e farmer should endeavour to wor out the cost oi’ production oi’ what he grows and sells. It should be a reasonable proposition to dc- mand that our government should establish a ‘bureau’ ior estimating the cost oi growing various crops and feeding oi stock. when the results are obtained our govern- ment should at least recompense the iarmer to at least the cost oi production. “A detailed account showed the cost oi producing to the aver-aw isrnrer, 1 bus. oi potatos, oets. turnips and wheat The results oi inyeséimgation showed thet- annual meeting oi to 00c. i bars. oi oats cost Mb. 1 bus. oi turnips cost 18c. 1 bu; oi wheat cost $1.00 plus "The high cost oi production is no doubt due to the high cost o! machinery which has doubled within the last 25 years.
