Rupert Dockwood. was the author of the llbellous "Docu- ment .1" handed to Australian se- curity agents by the former Soviet spy, Vladimir Petrov, the Austral- ian spy probe commission decided tonight. It was the first decision an- nounced by the three commission- ers since they began hearings after Petrov's defection to the West last April with his wite. Petrov was formerly the chief of the MVD (secret police) in the soviet embassy in Canberra, where he was first secretary.
