The night being stormy the attendance was not large. Mr. Angus was appointed cha ‘man, and the under- signed secretary. The chairman stated that the meeting ; ; ‘ . . had been calied c nsidei sever a] +} mallies existing in the Unari wration Act, and to see ifan effort could be made to have them remedied. First, the principle of representation by population was € utirely lyr red; second, the vote on P rly or real estate is placed on a luwer footing than the poll tax voter. The personal pi rmer must pay his taxes before October revch year, ol the sheriff is sent after The latter weed net pay his until ist before the election, and then it is a matter of choice The COUSe4 UCD CHS are we,\-Knownh, Chird, as our law now st ands | 4 city councillor could cut his neighbor's throat, wd be sentenced to death theretor, but until life was extinct he would remain rhe representative of the cuy. M:Kinnon then addressed the meeting He drew attention to the fact that in Wards 1, 2 and 3 there were about have six representatives, and 5, with some 1076 electors, are only represented by four evuncillors and yet pay the bulk of tax- ation. This is manifestly unjust, and no one can possibly object to the reform asked for. Wards 4and 5¢ re growing very rapidly. When the « ity Was imcorporated Ward 5 extended no further than Euston Street, and then two representatives Now it has extended away be- yond and the residents there have no re- presentation whatever. Mr. McKinnon alao dwelt onahe fact that men like Hon. Thomas Dodd and others who pay $700 (axes yearly are placed on a joweg footing than the corner loafer who needn't pay his poll tax till the day before election. He held that the poll tax should be collected asthe real and personal at the sare time “* 41 mar. Ica more ; 440 Voters who while Wards 4 eneugi estate tax Remarks were also made by Mr. Sabine, Capt. Gillis, Councillor Crabbe, Mr. Full, Mr. R. B. Norton, Rev. S. G. Lawson, Capt. Paoli and Mr. E. H. Norton. Councillor Crabbe said the main question before them was representation by popula- tien, on the broad principle of fair play. Sinall 700 men have six representatives and some 1100 only four? He thought the best thing this meeting could do would be to appoint a committee to prepare a draft bill and submit it to another meeting of citi- zens. Mr. George Full summed up the points inade and moved the following resolution : Resolved, That the following gentlemen be « committee, with power to add to their num- ber, to prepare a draft of an act embodying such changes in the city aet of incorporation 4s may be thought necessary, and report ata future meeting: W.S. Stewart, Mal. McLeod, Alexander McKinnon, F. H. WW ex as, 5. W, Crabbe, Hogan, J. B. Macdonald. Capt. Paoli, G. E. Full, and Thomas Handrahan. Captain Paolie seconded the motion. He ought if nothing else were accomplished but the securing of an amendment to compel criminals to vacate their seats at the Council, it would bea great reform. He believed in representation by population, 1@ rule worked -both ways, there should be no taxation without repre- scntation. Mr. EB. H. Norton thought a Councillor whois ignorant should be disqualified as well as acriminal, when he votes for a resolution and says he did not know what he Voted for. _ Mr. R. B. Norton said he did not see ‘hat itmade much difference what part of the city «representative came from. He *iould take an interest in all the wards. ¢ would propose that the town be divided isto four quarters, and that all the Council- lors he elected annually by the whole city. Rese tr juent amendments are at passed. The city should be so arranged tase iuiure amendments will te unnecessary. Vouncillor Crabbe said he agreed with that the members should be " d by the whole « ity, and also that the tmbers should be reduced to five, but did St "hink this ¢ yuld be secured. 41 resolution was then pat and carried animnously, Yo motion, the meeting adjourned to Beet ut the vail of the Counnittge. ¥.
