Cuts de Rowdies Interrupt Representatives of the People’s Pariy, A large meeting of electors took at the scheolhouse at Cornwall on Satur- day night. The room was crowded, and many were ebliged to stand in and about the doorway. Messrs. McMillan, Wise Horne, Farquharson and W. 8. Stewart discoursed on the political questions of the day until a late hour. * Mr. Farqubarson has exceedingly up-hill work defending the Government. Iu fact he scarcely at- tempts a defence at all. He pleads guilty to all the severe charges that are made against the Peters Government and only attempts to lighten their weight by arguing that previous governments were little better. But this defence meets with little sympathy. For the first time in the cam- paign some of Mr. Farqubarson’s heelers attempted to prevent free speech by hoot- ing and yelling, and otherwise interrupting their opponents. They carried on this nefarious work from the outside of the place building, and when the door was shut broke in the door. A cause must be ex- ceedipgly bad that requires this mode of defence. It is quite evident that the exposure of the present Government by the Opposition speakers is having a telling effect when rowdyism has to be resorted to, It is fair to state however that the organiz- ed interruption did not belong to Cornwall but was an outside importation. Foster, the United States seal commissioner, has arrived in London from St. Petersburg, and has paid a visit to the United States ambassador, Colonel Jobn Hay, Messrs, Foster and Fay will co operate in pressing the sealing question upon the British Government. To a rep- resentative of the Associated Press. Mr. Foster said the details of the arrangement arrived at with Russia could not be reveal- ed, but he added they were entirely sat s- factory. Mr. Fosterhad no doubt Japan was equally ready to co-operate with the United States in the protection of seals. He was not going to Japan, but he had conferred with the Japanese minister st Washington and thought an agreement could be reached directly between the two Governments. The measure to be agreed upon, however, would not be made efteci- ive before 1898, but had Great Britain shown the same willingness as Russia they might have been applied this season. Speaking of Hawaii, Mr. Foster said:— “ We learned the sentiments of Russia and France during our visit to St. Peters burg and Paris. They will not object to annexation, and regard it as natural and inevitable. I do not believe Great Britain will object. The European Governments may not like it, but they are reconciled to it. Hawaii does not presage the anneza- tion of Cuba. The cases are entirely dis- similar. Hawaii is settled by Americans, and the United States has obligations to fulfil there, whereas Cuba is a colony of a foreign Government. —_—> 0 «<< — A Washington, despatch reports that the Emperor of Morocco is to be coerced by the American men of war, in order that a just punishment may be inflicted upon one of his subjects, who assalted an American citizen. The warships San Francisco, flying the flag of Rear-Admiral Selfridge and the Raleigh are on the way toa Moorish sea- port. The orders to the San Francisco and the Raleign were the result of a re- quest received by the State Department from Consul-General David N. Burke, at Tangier. Burke announced that an Ameri- can citizen has been brutally assaulted ; that he had asked the Moorish Government to arrest and punish the American’s assail- ant, and that, up to the present time, there was no indication that the request would be granted. For the future safety of Amer- icans in the Empire, he thought it neces:« ary that Morocco should be compelled to mete out justice to the native who com— mitted the assault, and he asked that an American man of war be sent to Tangier to support the demand.
