Oa December 18th the jubilee of 300] years of Russian rule over Siberia was cele brated. The exact date of the annexation of the vast region subjagated by Yermak and his Cossacks—a territery three times! larger than European Rassia—is altogether unknown to Russian history, and little trouble seems to have been taken to dis- cover it. All that is known as a fact is that some time between the 28:h of October and the 27th December, 1582, the Muscovite Czar Ivan the Terribie received a messenger from Yermak, and aceepted dominion over the country, which had been voluntarily subdued by the Cos- sacks under their celebrated chief. In this diffigulty it was thought fit to appoint the 18th of December, it being also the name- day of the young heir-apparent, Nicholas Alexandrowitch, as a day of thanksgiving and festivity througheut Siberia. Who, then, is to become the leader of the Liberal party’ Mr. Goachen is too Conservative and Whig- ish for Liberaliem, even as it is, and he will be mach more so for Liberalism as it will be. Mr. Foster has made himself im- possible; and Sir W. Harcourt’s Liber- alism is distrusted by a large portion of the party, even if he should not have, by that time, receive his quietus in the House of Lords. It can scarcely be doubted that in . few years the leadershio of the Liberal will lie between Mr. Chamberlain and Br . Dilke. Lord Beaconsfield once said Sir OC. Dilke would would yet be Prime Minister of England, but I should be dis- osed rather to back Mr. Chamberlain. The Tories evidently regard him as the) coming man.
