NEWS FROM THE CAPITAL ——_ Rights’ of Retiring Governments. MR. MAKTIN ADVOCATES ISLAND INTERESTS. Queen’s Birthday a Perpetual Holiday. Orrawa, May 4—The chief topic in the House of Commons vesterday was the old question of the appointments submitted to the Governor-General before the retire- ment of the late Government. Sir Charles Tupper retaius his opinion as tothe unconstitutionality of the Gov- ernor-General’s course. But he particu- larly desired to ask what the Government proposed to do about the appointments that the Gover.or-General had approved. Mr. Laurier had said last summer that these appointments would be respected. But some of thuse persons, so appointed, have not yet received a commission of any kind from the Government. Mr. Laurier replied that in cases where in action had been taken enquiry was being made as to the recessity of the appointment. Hon. Mr. Foster, who continued the dizcussion, thought that nine months was raiher a long time for such an enquiry to continue, Mr. Martin, of Prince Edwari Island, got the floor shortly before six o’cleek and when the House adjourned, was dealing with the c'aims of his province for assi:t- ance to railway extensions. The bill making the Queen’s Birthday a perpetual holiday went througn. Factories Shut Down.
