Mr. Gladstone resumed the debate yes- terday afternoon on the [rish Criminal Law Amendment Bill. He said the issue was so grave and the proposals so extreme that those plans now put forth be the Govern- ment required ample time for considera- tion. He found himself bound to support Mr. Parnell’s amendment because of the ground upon which Mr. Balfour based the Government’s case being absolutely insutfli- cient and unsatisfactory. The bill instead of being a cure for Irish ills, or even a palliative, was a measure that would aggra- vate the deepestseated and worst disorders. ‘* With this Coercion Bill, ” exclaimed Mr. Gladstone, ‘*the prospect, of concilliation has vanished into air. Among the many most insulting and eXasperating proposals the worst ever submitted to Par- lisment.was the provision that Irish trials be held m London. He had never before known of sucha cruel blow at national feeling in Ireland. The Government couid have devised nothing more likely to aggra- vate every exciting evil since 1885 —since the great bulk of the Liberals judged it both right and safe to grant Home Rule to [reland free from crime aud outrage —a condition long unknown. This was because the Irish people knew that the large body of Liberals had adopted their interests, and would abide by them to the last. If the Liberals acceded to the appeal of the Gov- ernment, the result would be great retro- The Irish people would return state of things which the Liberals’ eflurts had already partly remedied. As long as Ireland continued in her present course of moderation, so long would the Liberals be bound to persevere in their gression. to a endeavor to assist her. Mr. Goschen taunted Mr. Gladstone with forming an alliance with the National League. He said that everybody but the allies of the League con- sidered the present state of Lreland intoler- able. The government would be dismayed if it refrained from frustrating the efforts if the enemies of ali existing Jaws and de- termined opponents to whatever remedical measure that might be proposed. He re- eretted the absence from Mr. Gladstone’s speech of any condemnation of Irish crime, or the violent language of the Irish agita- tors. The Liberal leader rather suggested a defense of those crimes. The govern- ment based their case upon the notorious failure of the administration of justice. The Pall Mall Gazette says that such a measure for the subjection of a nation, white-skinned, christian and _ civilized, amounts to arbitrary interference with the elementary liberties and rights of men, and would justify insurrection. If the Irish people revolt they would have our hearty sympathy and support; if they did not wish to revolt against such system they would deserve infinite contempt. He per- sisted in his 1efusal to tell the Court what he knew about the doings of tenants respecting the trusteeing of their rents under the plan of campaign, and was con- demned to prison. When Father Ryan emerged from the court, a prisoner, he was met by thousands of citizens who cheered the priest with prolonged applause, Father Slattery was also summoned by Judge Boyd to give similar information to that demanded of Father Ryan. He like- wise refused and was ordered to prison. A Murderer Arrested. San Francisco, March 29. James Smythe alias Calvin Graves was arrested yesterday by Detective Holland lhere. Graves is wanted in Maine for the murder of two game wardens in November last. McGill University.
