The amendment was to strike ont after the port of destination, “or es near thereto as can safely get, always afloat,” and insert a prevision requiring the vessel to go as near to the port of destination she can get, and there lighter sifliciently to get in. ‘The shipp rs say they, asa rule, do nut desire the clan: e, as all the smaller ports of Europe have their own regulations, and the change would place them at the merey of the harbor master of the p’ace.
