THB DYIIG YEAR-
The year 1898, not-. cloting, has
been an .eventful one throughout the
world generally, in the Dominion and
in our province and city. It opened
with war clouds darkening thc sky,
it may be said over Europe, Asia,
Africa and America. These clouds
broke during the year into dridly
warfare between Spain and tlw t/'int-
ed States and in the wilds ct' the
Soudan.
The troubles between the United
States and Spain, growing out of the
long-continued insurrection in Cuba,
were intensified by the destruction of
the U. S. battleship Maine in Havana
harbor, February 15, and culminated
in a declaration of war on 25th April.
The principal events of the short and
decisive struggle were the destruction
of the Spanish fleet at Manila by
Commodore Dewey on May lst.
and the equally swift des-
truction of S`pain’s fine fleet
of cruisers at Santiago on July 3rd.
Spain was forced to make peace, giv-
ing Cuba its independence and sur-
rendering Porto Rico and the Philli-
pines to her conqueror,the latter to be
salved by a payment of $20,000,000.
As a. result of this war and the ac-
quisition of Hawaii, the United States
takes its place as a naval power of
high rank, with colonial possessions
beyond the seas, and is taking an ac-
tive part with England in restraining
the aggressions of the continental
powers of Europe in China. Another
result, growing out of the war has
beei the drawing together of the two
great English-speaking nations' in
closer bonds than ever before.
The war in the Soudan, which was
I in progress last year, culminated in
the brilliant success of General Kit-
clienei-,who utterly routed the Dervish
forces at Omdurman, broke the power
of the Khalifa, captured Khartoum
'ind practically completed the re-con-
quest of the Soudan. Scarcely was
this great feat of arms completed
when it was learned that Capt. Mar;
chand,wit-h a small French and native
force had planted the French flag at
Fashoda, some hundreds of miles
above Khartoum, thus cutting off
British connection by the Nile Valley
with British Central Africa, and
breaking the prospect of the cherished
through connection from Khartoum
to Cape Town. General Kitchener
was quickly on the spot and hoisted

In the far east the year has been
one of lowering clouds from the be-
ginning down to date. The chief
events have been the occupation of
Port Arthur by Russia, with Britain
‘ taking over Wei-Hai-Wei and ac-
quiring territory surrounding Hong
Kong as a. counterpoise, some seizures
and demands from China by Franca
and Germany, the attempted reforms
by the Chinese Emperor, followid by
the seizure of imperial power by the
Empress Dowager. The affairs of
China remain as unsettled at the
years close as at the beginning.
In France the Dreyfus affair was
uppermost when the year began, and
has remained till the present as a
menace to the national peace. The

ference to prepare the way to disarm-
ment and the submission of their fu-
ture dimculties and disagreements to
peaceful arbitration. _ "
.Death hasbeeu busy during the
year-.among ‘the great ones of the
Gladstone occurred, and was followed
not.long after by the death of Bis-
marck, thus removing frdm life’s» ac-
tivities two mon of widely different
characteristics, but who had been the
most eminent statesman of the cen-
tury. The death of the Empress of
Austria by assassination should also
be noted.
In Canada some events of note
have occurred, amcng which may be
mentioned the taking of the plebisciie
on prohibition wsulting in
large majorities in the Eng-
lish-speakiiig provinces and the
territories in favor of the legal
suppression of the liquor trade, but
with a large adverse vote in Quebec;
the general election in Ontario which
sustained the Hardy government by
a. decreased majority; a. succession of
federal elections, won by the Laurier
government; the departure of Lord
Aberdeen and the succession of Lord
Minto to the Governor Generalship;
the full measure of preferential, trade,
between Canada and Britain: thi in-
auguration of imperial penny postage
on Christmas day, followed by the
adoption of the two cent rate for do-
mestic postage a. week later; and the
International Commission for the
settlement of di~puted questions be-
ween the Republic and the Domin-
ion, whose labors will shortly be
completed.
In our own province a change in
the leadership of the government
took place by the elevation of Hon.
A. B. Warburton to the County
Court bench, followed by' Hon. D.
Faiquharson becoming Premier. The
inauguration of a direct steamship
service to the Mothei-Country with-
cold storage, the late arrival and de-
parture of the Gaspesia, and the con-
tract entered upon for a. second winter
steamer, to go on the route for joint
service with the Stanley, are import-
ant events in the development of our
communications with the outside
world. The season was, however, an
unpropitions one for farm crops.
In the city of Charlottetown the
adoption of sewerage and the con-
struction of a large portion of the
work marks an era in the history of
the city. The completion of St. Dun-
stan’s Cathedral with the erection of
,some important business blocks afford
ifurther evidences of substantial pro-
gress.
Such are a few only ofthe salient
features of the year. Space will not
