The reduction in local rates has certainly given a great tendency to this movement. 1 know that sever- al firms which shipped from their factories in Ontario and Quebec and cancelled their warehouse facilities in the Maritime Provinces in past years, are seriously considering re- turning. I am not at liberty to mention names. but there arc cp- tlons now at Moncton and St. John for the re-openlng of distributing warehouses and manufacturing ‘concerns!’ Operating Deficits Mr Cornell dealt also with “that bugbear to Maritime shippers" — the alleged operating deficit on the eastern lines of the Canadian Nat- ional Railways. He pointed out that the operating deficit has ab- solutely nothing to do with freight rates and that no railway company can avoid having such deficits at terminal points.
