Maprip, March 26.—The tenor of com- ment in the Spanish press is that the Amer ican COMmissiOn of enquiry into the Maine disaster is afraid of an international in— vestigation. The general belief here is that the States does not consider the Maine question a sound basis for conflict and is seeking to provoke Spain by sending help nominally to ihe Reconcentrados, but realiy to help the rebels. E! Imparcia! says the States are brutal- ly forcing Spain into a conflict. It is believed that Spain will propose that the Maine disaster shall be referred to an international arbitration.
