Losnoxr, July:l0.-Lord Kitchener has become the hero of the Radicals and pro- Boers, because he is credited with having brought the war to a close by insisting upon magnanimcus terms for a brave enemy. I Both political camps will unite in wel- coming him home this week. His next command will prcbabiy be in India, but he will likely remain untill the end oi the year in England, where he can beconsulted by the War and Colonial cdices respecting the settlement in South Africa. Lord Methuen‘s return to England has beenasquiet as Lord Kitcheners wel- come will be demonstrative. Methuen remained in South Africa for alonger period than any others of the _generals of the original army corps of which so much was expected, and by which so little was accomplished. He has risen in public estimation in consequence of the British grit he show- in persisting in seeing things through. Notwithstanding his final defeat and capture. he has a bettnr public reputation than Gen. Buller or the other orginal generals, with the exception of General French. General White, who has been properly reticent since the relief of Lady Smith, has profited by Buller’s publication of the budget of war correspondence, and is now accounted one of the most gallant y and faithful soldiers of the British army. Each com mission will be under the presidency of the resident magistrate, and will exercise broad discretion in making grants with regard to present needs,not with regard t0 the position of the familiesbefcre the war. The correspondent points out that the national scouts (Boers who fought on the British side) deserve preferential treat- ment. and are as anxious as the others t 1 return to their normal life. Not more than 400 of these will return to their own farms. Many of them may take advantage of the Government land settlement schemes. This week a. group of settlers possessing some capitrl will ba established in the Ermelo district. These include more than fifty New Zealanders. The sum of £3,000,000 will be put at the disposal of the local commissioners for the settlement of claims for war losses. When a successful complainant has receioed no supplies, his share will be paid in cash. In other cases the value of the supplies granted will be deducted.
