While the Grits were shouting ‘*Uarestrict- ed Reciprocity,” the Republican Govern- ment, in response toour overtures, declared that it would be satisfied with nothing less than a “reciprocity convention which would be exclusive in its application to the United States and Canada.” That is to say, the United States’ Government refused to be party to a treaty of reciprocity which would not discriminate to the exclusion of British goods from the Canadian market. It has not yet appeared that the United States’ Government and Congress is ready to recede from this position. ** Unrestricted Reciprocity” being discredited and impos- sible, except as the prelude of annexation, it remains to be seen whether or not the Liberal Party, in convention, will follow the advice of Mr. Davies and steal the Government's policy in respect to recipro- city, and whether or not it is so unnatural and su base as to stab the Mother Country by aceepting the ‘* exclusive” proposition of the United States Government, which the Thompson ad- ministration promptly and unequivocally rejected. There are other points of disagreement ia respect to which the grit party must be reconciled—other questions concerning which it will be necessary fur the conven- tion to agree before the Opposition can hope to win the confidence of a majority of the intelligent electors of Canada. Sr. Pererssure, June 15,—The church of the Chudoy, a monastery within the walls of the Kremlin, was recently robbed of a vast amount of plate, money and gems, valued at between 2,500,000 and 3,000,000 roubles. To-day all the monks belonging to the monastery were arreated. A search of the cells occupied by the monks revealed that they perpetrated the robbery. This crime is punishable in Russia with the most severe penalties. Berwin, June 16 —At two o'clock this morning the returns from 70 districts in- dicate 36 carried by the parties opposed to the army bill and 15 carried for the parties favoring the bill and 19 in doubt between the government and opposition parties, with chances in the majority of them strongly in favor of the government.
