However, it noted that it had before it a reference from the two governments dealing with the amelioration of the levels of Lake Ontario in the interest of pro- perty-owners on the Canadian and American shores. It said "immediate" steps have been taken to remove Gut Dam. in the St. Lawrence near Cardinal, 0nt.. which property owners on both -aides of Lake Ontario have said contributed to the high level of the lake. This will give ocean-going vessels access to the Great 3 Lakes.
