They were not agreeable to Bismarck and he sent his resignation to the Emperor, who refused to apgept it, using the words ‘‘never.” Binmarck again sent his resig- nation, Saying that the vote on the Bun- desrath was not the sole grounds for his action, but thet his health was such-that he considers it necessary to withdraw frem public life.
