Several Important Matters up for Consideration. The regular monthly meeting of the City Council was held last evening, Mayor Warburton presiding. Councillor Lyons, whose illness will not permit his going out at nights, was the only absentee. After the transaction of some routine business, a letter was read from the Sewer and Water Coumiesioners :egard- the claim of ihe McKinnon estate for work performed in connection with the water~ works by the late firm of McKinnon & McLean. The claim, it was o'nted out, had been reduced trom $900 to $750, and it was suggested that the latter sum be paid us a settlement in full. The suggestior was acted upon, and on motion of Councillor Whear the Com missioners{were authorized to.issue a debenture tor $750, provided that amount be accepted as a settlement in full. Anoiher communication from the Sewerand Water Commissioners asked for a debenture issue of $30,000 for sewerage construction, to run for 40 years and bear interest at35 pei cent. It was ordered that the request be complied with. A communication wasr-ad from the Local Council of Women asking tha: em- ployers be requested to provide better : toilet accommodation for females in their employ. Councillors Whear, Horoe and Brown were appointed a special committee to enquire into the matter. Councillor Whear explained that owing te toe low amount of the tenders received for the city weigh scales it had been de- cided that the city should manage the scales, placing a man in charge who would make returns to the City Clerk every Saturday night. He moved that Joseph Wakefield be appointed weigher at a salary of $250 perannum. Carried. A report from the police committee recommended amongst other things that. the police patrol the city singly instead of in pairs a8 at present, that the members of the force wear theic regular uniforms whilet on duty, and that loafing in the police station be probibited. The report was adopted. The resolution recommending the abolition of the ward system in civic elections, passed at the meeting of citizens held in the Market Hall some time ago, was sudmitted.to the Board by Mayor Warburton and referred tc the com mittee on legislation appointed at the last meeting of the council. The claim of Mrs. John Higgins for damages sustained by reasou of a defective sidewalk was referred to the Finance Com- mittee with power to take such action as they deem advisable. Councilior Tanton moved that the Water and Sewer Commissioners be requested to move the water fountain at Heartz’s corner toa location at or near Wheatley’s corner or to some place which will be of legs annoyance to foot passengers in that locality. The resolution carried. Councillor Horne moyed that a com- wittee of three be appointed to prepare a pian sod +pecification for a new bridge on Brighton *rtoad and report at next meet- ing. Councillors Brows aod Taylor pointed out that the street commiitee were mov~ ing in the matter and Councillor Horne’s resolution was therefore uncalled! for. Upon motion of Councillor Taylor Councillor Horne was given leave to withdraw his motion. Councillor Brown submitted the follc w~ ing resolution, which was secovdec by Councillor Taylor: - Wherese, the pfesent city surveyor holds the dual position of city surveyor and superintendent of water and seweraze and therefore is not only eubject tothe order of this council but also subject to the directions of the commissioners of sewers and water supply who are wholly independent of this couoc:!; and whereas it ig expedient that the ci'y su'vevor should be under the absolu’e and sy'e con trol of this council ; Therefore resolved, that the services of Charlee Dalziel as such ciuy surveyor be dispensed with and Mr. J. P. Nicholson be appointed city surveyor st the salare of aix huodred cellars per saenum from this date. Councillor Whear, seconded by Coun cillor McDonald, submitted the fullowing resolution :— Whereas, in the original laying out of this city, certain places were reserved by the Crows as parks or equares for the free use and enjoyment of the citizens and ot all Her Majesty’s subjects as recreation grounds or breathing places; namely Pownal and Rochford Squares in the western portion and Hillsborough and King Squeres in the eactern portion of the city whilst Queen Square in the centre was reserved tor public buildings. And Whereas, the Government of this Province very many years ago contrary, to the original intention for which those equares were set apart, appropriated about one half of Pownal Square and erected a building thereon as a jail for Queen’s County. And Whereas, the appropriation of the eaid square for the purposes ofa ja:l was an infringement of the rights of the citizens. And Whereas, the present jail buildirg has become very old and dilapidated in appearence and has been frequently rex ported by different Grand Juries as ina very unsatisfactory condition, in many respects] partial'y usfit for habitation and virtually a disgrace to the province. And Whereas, the time bas now arrived whena new and modein Luilding is apr absolute necessity. Therefore Resolved that the Local Gov- ernment be memorialized to at once cause the removal of the Queen’s County Jail from its present site or to provide for the construction of a modern building ina more suitatle situation. That a copy of this ;resolution be trans- mitted to the Executive Council of this Province and to each of the City Members of the Legislature and that a committee consisting of His Worship the Mayor and Councillors Whear, Macdonald and Horne be appointed to confer with the Govern~ ment on the subject of this resolution. The resolution was adopted. Councillor Whear also submitted the draft of a bye-law regarding the taxing of persons from abroad (other than commer~ cial travellers) soliciting orders for stationery, clothing, eic. in Charlottetown, which was referred to tbe Finance Com-~ mittee who are to act with the Recorder in preparing a bill fur eubmission to the Legislature. Councillor Whear reported that at a meeting of the Fire Board the repairing ot Silsby steam fire engine had been re- commended, aleo the purchase of ladders and rubber coats for the firemen, The recommendation of the Board wae ap- proved.
