Opposition Fighting Rule _inch by inch _ - (Special to The Guardian) The closure debate is coming to an end. Tomorrow night probably will see the vote. This may not' happen with the willing participation of the whole of the opposition. The 'course of events today is _pointing pretty conclusively to the fact that the Liberals have been and are yet un- nble to agree among themselves as to the termination of the debate. Many of them want to see the ond of the struggle ,but the Pugsley following is still asserting its authority. (Special to The Guardian) OTTAWA, April 22~On the orders of theday, Mr. lil. M. MacDonald drew attention to reports that the officer commanding the Niobe had informed the Canadian recruits that they could get their discharge at once. Mr. Hazen said that tomorrow he' would give a. statement on the sub- ject, he was not prepared to say any- thing ahout the report oil hand. The debate on__the closure was resumed, Mr. May speaking. After n few' remarks he moved the adjourn- ment of~the debate, thereby enabling Sir Wilfred Laurier to speak again. Sir Wilfred stated that he rose to ask the government for .information as to the new rules. Only the most general information had been given. and then the government became mute. ‘ | Sir Wilfred went on to anallze the rules, beginning with the proposal to take away the right to debate amo- ition _to adjourn. Of all motions this should be debatable. - The new rule |would prevent all explanation when lit was proposed to adjourn for spe- cial reasons. For example there _could be no explanation of a motion to adjourn out of respect to a mem- lber as had been done on special oc- ieasions. Sir Wilfred gave instances of motions to adjourn where debate had been entirely proper. One case was in 1896 when the Government lhad been disrupted by the bolt of the ‘seven ministers; the government mov- ed the adiournment and the opposi- tion debating lt demanded an expla nation. Such a rule would largely `nulify the advantages of parliamen- tary government; such a proposal showed to what lengths tho Conser- |vatives had gona in their efforts to -suppress freedom of speech. He next asked if any change was to he made in the motions, which, under the `new rules, are to remain debnteable. lAt present, for example, a motion lfor a third reading can he debated and amended. He held that the new rule would shut off the moving oi amendments on a third reading.
