In a speech which he delivered in the Reich- stag on May 14, 1882, explaining the reasons for abandoning the Free Trade theory, and edopting that of Protection, he ‘said: ‘* The success of the United States in trious of modern times. The American nation has not only successfully borne and suppressed the most gigantic and expen- ‘sive war of ali history, but immediately afterward it disbanded its army, found em- ployment for all its soldiers and marines, paid off most of its debt, gave labor and ‘homes to all the unemployed of Europe as fast as they could arrive within its territor- ies, and still by a system of taxation so in- direct as not to be perceived, much less felt Because it is my deliberate judgment that the prosperity of America is due to its system of protective laws, I urge that Gers many has now reached that point where it is necessary to imitate the tariff system of the United States.” The German Empire changed its policy from that of Free Trade to that of protection; and the result has been a very large increase in the quantity and value in German manufactures. Mr. James Smith, the United States Consul at Mayence, in a recent report says: ‘‘Ger- many is apparentiy profiting at present from her protective policy. The country seems to be in favor of the experiment.” That which is spoken of as as ‘* experiment” in Germany, a being so far successful, is in this country a demonstrated fact, resting along experience. The Free Traders have undertaken a pretty large job in the effort to upset Protection in the United States, and substitute their fancy notions in place of it. President Cleveland and the Democratic party tried this experiment last fall, and came to grief as the result thereof. Pullets Should be Laying. Probably 45 cents per dozen by Christmas. Therefore gat the pullets to lay- ing early when prices are highest. Rev. 5. W. Squire: of Franklin, Mass., says: *‘For the purpose of seeing how many eggs I could obtain last winter from twelve hens, I used four large cans of Sheridan's Condition Powder. The present year furnishes a chapter of calamities in the history of the world that, as the New York§/ndependent says, is un- precedented. Every scourge bat that of famine seems to have done its deadliest. The floods at Johnstown and in Japan, the fires at Seattle and Spokane Falls, the explosion in Ancwerp, the cholera in Mes- opetamia, the storms at sea, and the land-slidc at Quebec, comprise a horrible list. Thousands of the lives lost have been sacrified to carelessness or negligeuce. The South Fork Dam was declared unsafe before the Conemaugh flood, the cartridges at Antwerp were declared dangerous before the explosion, and the cliff st years ago. of Quebec recommended that % expended to make the cliff safe to- habitants below, ...The recommendation was disregarded and now $100,000 in pro- perty has been destroyed and nearly two- score persons have been crushed to death. If a building contractor, after being told that his structure is unsafe, persists in dis- regarding the warning, he goes to State prison when his building collapses; but a city or a town may ignere the recommen- dations of its engineers and go unpunished when the threatened calamity occurs. What is the use of having engineers and inspect- ors if their advice is not to be followed ? Shall we ever come to esteem forethought, or shall we always be lamenting and criticizing on the hither side of calamity! The cries of despair that were heard last week from the debris at Quebec for hours after the rock had fallen must have pierced the hearts of those who refused to avert impeuding disaster. The cries for help were as ypiteous, and in some vases af Unevailing, as those of the victims of the Conemaugh flood who were swept away to death before the eyes of their friends.
