PETROGRAD, Sept. 19.-(via Lon-
don)-War Office advices state that
Vilna can be held as long as may he
required by the strategic situation ou
that front.
It is not the purpose of the Rus-
sian staff, however, to defend Vilna
at all costs, “but only so long as the
presence of the army there does not
inspire alarm."
The Russian forces at that point
do not appear to be in immediate
danger notwithstanding the fact that
the German operations flanking Vii-
iui have been carried forward further
and that German cavalry is driving
for the railway between Moiodechno
and Polotsk. This railroad parallels
the Vilna-Dvinsk line about 75 miles
eastward. The two railways running
south and southeast from Vllna are
still held by tho Russians, affording
it means of withdrawing the forces at
Vilnu should it become necessary.
The situation in that region is de-
vaders _are spreading out on both
sidm of this road and are attempting
to cut the Nolodeclina Potosk line in
several places. This, however, does
not threaten the Russian retreat as
the railroad running southeast from
Viliia to Minsk is strongly covered by
Russian forces. Moreover, there re-
mains tbe road extending south from
Vilna.
It is pointed out at the War Oflice
that the favorable aspect of the po-
'sition at Vilna of the Russians is
lshown further by the fact that they
continue to maintain their positions
-to the westward in the direction of
Orani. It is denied that their posi-
tion has been weakened materially by
,the crossing by small forces of Ger-
mans to the left bank of the Vilyia.

BERLIN, Sept. 19.-The Russian
city Viina, at which the armies of
Field Marshal Von Hindenburg have
scribed as favorable,
German cavalry holds a front 115
to 120 miles long, in the form of a
great bow bending east. The German
cavalry is pushing along the railway
‘from Svientsiany to Gluboko. The in'
been driving and which was stubborn-
ly defended until nearly surrounded
by hostile forces, has been occupied
by Germans, it was officially announc-
ed to-day.

OTTAWA. Sept. 19.-It is reported
tliorc is a movement among the Prin-
cess Patricia Regiment to have the
regiment incorporated as part of one
of thc two Canadian Divisions now in
France. The news has crcatcd con-
siderable interest here. When the
Princess Patricias left Canada they
were composed chiefly of Old Country
uicu who had seen active service, but
gaps in its ranks have lately been
filled by University siudeiits and other
classes of Canadians and the regiment
is practically a Canadian one in com-
position if not nominally so.

ROME, Sept. 19.-(Oiilcinl)- Last
night after intense artillery prepara-
tions the enemy attacked positions
on Mont (loston, Northwest of Arsiero
but was repulsed and sustained loss-
es. Several times our troops attacked
und dispersed the enemy forces at
Mont Valpiani, Valley Torrent. Other
detachmeiits destroyed the enemy’s
refuges, Campo Fissernica Valley, De-
vaiidi, Gianion. Plixsso zone having
finished the defensive organization of
positions recently conquered by us
our offensive action with the view of
barring access to Basin resumed vig-
orously. On the entire front near
Rombon, dangerous wooded slopes
of Javorcek and Cliffs Lipkna our in-
fantry with consistent effective sup-
port of the artillery succeeded in car-
rying strong lines of the enemy, lines
well protected by wire entanglements
in which large breaches were made.
On Mount Javoricek several en-
trenchments have been captured by
us. We blew up an observatory, two
blockhouses and made prisoners fifty
men and two officers.
Curso zone Friday night attempted
.several minor attacks which were re-
‘pulsed in the course of which we cap-
tured some prisoners.

OTTAWA, Sept. 19.-As a result of
communications with the British gov-
ernment, arrangements have been
conipieted to allow the export of Cana-
dian wbcat flour., wheat, barley and
other grains except oats to Holland,
Scandinavian countries, greece and
non-European countries. Certain con-
ditions have been fixed for such ex-
port, the main purpose of which is to
provide that the destination of the
goods be indicated in every case. As
regards the shipment of wheat flour,
wheat. barley and other grains, ex-
cept oats, to ports outside of Europe
the embargo has been removed and
trade will take its usual course.

WASHINGTON, Sept. 17.- Never
was the United States nearer to a
diplomatic break with Germany than
Tuesday night.
Count von Bernstorff. the ambassa-
dor from Berlin, has been plainly told
by Secretary of State Lansing that
relations with the Kaiser‘s govern-
ment will be served within a limited
time unless final definite and satis-
factory explanation is made of the
sinking of the Arabic.
Everything now depends upon ad-
vices the German ambassador re-
ceives from home. He refused to
make any statement.
That Bernstorff is worried is plain-
ly apparent.
information leaked out concerning
his conference with Secretary of
State Lansing on Monday, which
show that .something in the nature of
a veiled ultimation was served upon
the Kaiser's representative. This in-
formation also throws light on tty:
eniiical point that had been reached
between the two countries.
The Washington government was
already on the point of serving diplo-
matic relations with Germany when
the ambassador was called on for an
explanation, but decided to delay
such an extreme step until Germany
could be furnished with the evidence
in its possession in the Arabic case.
While matters thus remain at high
tension, there is still hope in official
circles that a direct break with Gar-
many will be avoided.
THE TURKS ARE IN
DESPERATE STRAITS.

furnishing fresh help for the hard
pressed Turks. A Turkish mission
lately has been in Berlin in order to
point out to the military authorities

ance after the end of September, ex-
tremely difficult matter in the ab-
sence of effective assistacne from
Germany.

is against them in this particular

SITUATION
(Special to the Guardian.)
LONDON, Sept. 19.-The Germans
have surrounded Vilna by a wide
sweeping movement to the north of
that city and have succeeded in al-
most, if not entirely, surrounding a
portion of the Russian army which is
fighting in the rilway triangle be-
tween Vilna, Lid a and Vilika.. At
any rate the Russian forces in this
district must either iight their way
out eastward or retire in a southerly
direction. for the only railway left
entirely in their hands is that which
runs from Viina, to Lidda and thence
to Baranovitchi. The army of Field
Marshal Von Hindenburg has reached
Vilika to the east of Vilna is working
in close co-operation with that of
Arehduke Leopold in an effort to catch
part of the Russian army, an operation
which has been so often tried without
success since the Austro-Germans
commenced their drive in Western
Galicia in early May. The Russians
express confidence in the outcome of
the battle, which must be decided be-
fore complete success falls to one side
or other. but with their northern
armies closely held along the Dlvlna
and the German flank well protected
by their cavalry. which recently occu-

railway, it seems impossible that aid
can come to them. The battle seem-
ingly must be fought out between the
troops now in the district between
Vilna. Lidda and Slonim, with the
assistance of any reinforcements that

Ivanoff is still keeping Field Marshal
Von Mackenzen at arms length from
the fortress of Rovno, the key to Kiev,
and in counter-attacks has re-taken a
number of villages both in Volhynia
and Galicia. It seems apparent from
the inability of the Austro-Germans
to hold their positions in the southern
area that they have sent reinforce-
ments from that front to Marshal Von
I-liudcnburg’s northern army, which
as heretofore is expected to score the
biggest success. _ ,..
Both the Germans and French claim
ninior victories on the western front,
hilt neither there, In the Italian thea-
tro nor in the Dardaiiellcs have any
events of great moment been reported.
The political situation in the Bal-
kans ls still shrouded with consider-
able mystery. Tlie Bulgarians have
secured what they wanted from Tur-
key in the cession of a railway line
and appear to bu well satisfied for the
present, hilt there is now talk of Blil-
I-Zaria’s taking by force, if they can-
not get it otherwise, portions of Mace-
donia takcn from them by the Serhians
and Greeks during the last Balkan
war. It is asserted that the Bulgarians
have called to the colours all recruits
now in Bulgaria and that generally
there is it warlike feeling in existence
surrounded by Serbia, Greece and
Roumania and her coasts open to
attack by the Anglo-French, Italian
and Russian fleets, however, 1; is
believed here that Bulgaria will hesi-
tate before throwing in her lot with
the Central Powers and Turkey.
Turkey is declared to be having her
own troubles over the cession of the
Debeghatch railway. The Mnggulman
Dopulation in this strip of land is said
to be in revolt against being placed
under Bulgarian government.

Birdwood, who commands the Austr-
ian troops engaged at the Dardanelles
and who was wounded recently, has
written a letter to the Governor-Geir
eral of the Commonwealth, Sir Ron-
ald Munro Ferguson, in which he says
Our complete moral superiority
over the Turks is partly due to 'the
very clever invention of a man named
Beach, who produced a perlscope
rifle. When we got here we denuded
the whole of our transports of their
looking glasses, and made up some
2.000 Defllwopes on our little beach.
This man then made a very simple
device. The result is the Turk only
sees ‘the muzzle of a rifle coming over
the parpet without anything behind
it to shoot at, und we understand from
prisoners that he dislikes this inton-
sely."

British army in the field, visited the
Canadian Brigade and delivered a
speech to the men. in which he said:
"I wish to express appreciation for
the splendid manner in which, early

fantry Division suffered great losses,
you volunteered to leave your homes
and come out here. At the commence-
ment you took a most prominent part
in the battle of Festubcrt, whore we
not only gained a. considerable amount
of ground, but inflicted great losses
on the enemy and captured a large

ing rccord. Since that time till a few
days ago you have been doing very
hard work in the trenches. Your re-

LONDON, Sept. 17.- An appeal

seeking to obtain funds to relieve the
refugees pouring into that city, des-
cribes their condition as frightful.
The small English organization
maintaining the hospital. according
to the dispatch, is feeding 3,000 pe,-_

inadequate. It is asserted that the
authorities are unable to cope with
the situation, as they already have
taken care of one~third of the tqtal
of Russian wounded. It is suggested
that a fund be raised in Londoli and
turned over to the American Consul
General.
"The distress is frightful," says
the appeal. “Women and children
are in their summer clothes with Win-
ter coming. Immediate preparations
must be made to provide soup, shel-
ter. and warmth. The English com-
munity is doing its utmost, 'together
with the Princess Bariatinsky Fund,
but this is insufficient to meet the
wful distress.
“Moscow already has received one-
ihird of the total wounded and the
authorities are overwhelmed by this
treinendous new influx of refugees.
Outside assistance is vital to cope
with the terrible destitution."

“Two German aeroplanes were
brought down in our lines today. Thei
fate of one of them was predoded by
an act of desperate bravery which
won the admiration of our men in
spite of their own peril.
"This Taubc was sighted ovor ourl
lines early this morning. It was one
of the latest, types armed with two
machine guns-one fore and one aft
-and few at great speed. Neverthe-
less one of our own aeroplanes, with
smaller wing-spread and of lighter
make, immediately mounted and gave
chase. The enemy accepted tho chal-
lenge and a thrilling duel took place
the two machines circling about each
other. maneuvering for position and
bring at each other repeatedly.
"Tbe pilot of our aeroplane show-
cd the finest skill in banking about
his adversary. and a remarkable
shot hit the German machine in the
petrol tank. It began to fall, and it
was then clear to the two unhappy
men in the biplane ‘that they were
dashing down to certain death; yet.
without losing their nerve or pluck,
they maintained their rapid iiro. Tho
men crashed to earth, and both were
killed. but the machine was not much
damaged and may be flown by our
own aviators. ‘

fighting by means of grenades and rifle
fire has been attended by several artil-
lery actions. In the valley of Miette
river north of Berry-Aubac we have
captured a small German position. In

Friday night fire broke out on
the coal laden schooner Vera B. Ilob-
erts, near Victoria, Crapaud_ She
was anchored about five miles from
Victoria Harbor, about a iniies west
from Tryon slioal.
The vessel had sprung a leak and
had shipped a good deal of water
which had to be pumped out, so thc
crew were preparing to start thc
gasoline engine which operates the
pump when the gas exploded. The
captain and crew fought dcspcruloly
to extinguish the blaze, but all their
efforts were unavailing and the flames
raged quickly aft along thc dock,
sweeping up the masts and spars,
which soon came crashing down. The

advices the hull, though still burning
is still afloat, and the Marine Dept.
are endeavoring to get into touch with
the C. G. S. Brant, so that she may be
able to lend her assistance and tow

the cargo may be saved.
The captain and crew landed at ll
o‘clock Friday and the captain left
for Snmmcrside Saturday morning.
The vessel was bound for Chaleur
Bay. She was a schooner of 1211
tons register and was built in 1898.
Her owner is Magnus Benjamin, of
Parraboro, N. S. She went ashore
last week leaking badly off Picton Is-
land.
