Some- times men get rusty in their profession and do not care to go before their fellow practitioners to be examined. Of course this Bill will be open for discussion and I presume open to amendment I have no objection to allowing medi- cal men to have restrictions on the men of their own profession. The ob- ject is a good one although the Bill may not be perfect in detail. I hope it will be strict enough to keep out all the had doctors and liberal enough to’ allow all the good ones to practice. _ Mr. CAisPBxI.I..—Any Bill having ' for its object the raising of the stand- dsird of any profession is a laudable one. We a Medical Act in 1890 which we considered a little too strict, and now we have another be fore us to improve upon that. Bills of this nature require to be closely criticized. We have a number of men constituting themselves into a Medical Council and asking us to give them certain powers so. that they may have control over the whole medical fr it: r- nity. “They will have the power of saying who shall not be permitted to practice medicine in the Province and also who shall and who shall not be allowed to b: come ‘ medical students. If we pass this Bill. any medical man coming here no mat- ter how high he stands i - his pr- , f-siion will have to submiv tn the‘ will of a lotof monopolists, and w?'l have to ' an examination he-for-i men who not his peers. I understand that one of the most eminent men in the " is living on suiferance, not being qualified to pass an examin- ation; These men may pluck a young man coming from college because they may be afraid he will take away some of their practice. A young man who wants to study medicine will have to pass a matriculn» tion examination before this council, or have the qualification of a first class teacher, and I think the colleges should be the best judges of the quali- fication of their students. What right have we to pass a law to make every medical man who comes here be sub- . ject tothis medical council. If a man is a properly qualified physician he should be allowed to practice. The Bill provides that if a man practices medi- cine without getting permission from this medical council he shall be sent to jail, and I think we have no right to hand over the rights and privileges of the people into the hands of mono- polists. The 26th clause provides that medical men may sue to recover any . fees in a court of law. This is fraught - -wislagreat danger to the country, for itwill allow those men to lay down ' any scale of fees they think proper, and no man will be allowed to prac- tice unless he charges those fees. Why should we allow those men special pri- vileges over merchants and others in tbeeollection of debts! The Bill pro- vides that a doctor may sue before a jutice of the peace while other people have to go to the county court to col- lect debts. A young man may practice medicine, and if he has not permiuion from this medical council he can be fined, and if unable to pay the fine be "sent to jail. We are giving the medical Tcomiil power to pluck whom they think proper, and it may be the means of preventing our best young men from -coming here topractise. Will it be in the public interest to give this medical council the power they are asking for‘? Mr. MACKENZIE--The speech of my hon. colleague appears very plausible, but we must remember that there is scarcely anything in the Bill before - House which is not in the Medical ?T'"'_T‘ 3 Act now on the Statute Book, and if ' ‘ ‘ we refuse to pass this the doctors can I falrbick on the old Act. This Bill is only improving the law now in force, and does not give the Medical Council any greater powers than they have at present. When a man comes here to practice medicine, how are the public to know whether he is a properly qual- ifiedapihyslician or not poles: we have .a m ica society. t is necessary - this-eshould be some means of pre- - -vesting monntebanks from coming here and gulling the people. Some men go a short time to a medical college and purchase a deploma.
