During the later years of Mr. Gladstone’s lifetime Lord Salisbury divided with him the 'ore- -most position as leaders of Br itish pol ti- cal opinion. Since the death of Gladstore the Conservative chief has had no real rival for the leadership in British public affairs. All will regret that declining health and failing powers have probably rendered his present retirement impera- tive. It has been hinted that a Dukedom awaits him in the near _future but whe- ther this turn out true or not the British public will unite dly recognise and admit the great and valuable services which Lord Salisbury has rendered to the King- dom and the Empire. And with peace now established he can betterbe spared than at any time during years past to -rest from his manifold statecares and Administration.
