Both houses of congress were convened to-day and received a message which, in opening, reviewed cur relations with for- eign Governments. Great Britain has shown a dispesition to respect our rights by the release of arrested parties. Referving to the past Government of the peace con- : gress, which was to assemble in November, iit te tate : 1582. the president trusts the time is nigh ; when international differences shall be settled without resort to arms. He re- uews his recommendation for such legisla- tion as wili place the United States in harmony with other nations. The total ordinary receipts of the Government for the year ending June 30th, have been $40 352,- cnt. MIO cist sat. for the cash balance in the treasury of ’ $20,737 ,594.84, making $166,281,505.55 ; total redemption of bonds, $166,281,- 505.55. The attention of Congress is invited to the necessity of additional legislation to secure the preservation of the valuable forests stiil remaining on the pubhe domain, especially in the extreme Western States and Territories.
