All are agreed on the necessity of upholding churches even on the ground of policy ; for it has been said that ‘* Qur Churches are our moral police.” The following statistics shew that after all, the expense of sustaining them is very sinall when compared with that of some of our aries. Take ‘‘ justice” and other nece: ‘+ liquor. In the United States we find that the a nual cost of inaintajning the 72,457 dens minational organizations in that country is £9,000,000. prisons, litiations, etc. te £99,000 000. and ed liquors annually cost $1,485,481,86. CorRESPONDENCK recently published by the British Foreign (ftice shows that the “‘sickman” of Eurepe is almcst beyond hope ef recovery or redemptiot:. in his last des- patch, Mr. Layard says he has exhausted all the resources of diplomacy in the en- deavor to induce the Sultan to carry out the referms guaranteed by the Treaty of Berlin. It is ig well disposed ; by evil inf Instructions to Mr. Goshen, says :— The maintenance of the Turkish Ein- said thatthe Sultan, himself, but that he is controlled ences. Ayres. -_—_-_ ho-tilities which have broken THe in Buenos Ayres have their origin in the out Presidentia! election which took place there on the Lit’ Roca, the present Minister of War, and inst. It appears that General Zejedeo, te Governor of Buenos Ayres, both claim the Presidency. the friends of the latter are the prinze Movers ii It is said that the disturbance; and it is re- ‘ oeéne : ; 4 yerted thac the probabilities are that the } f will not, ii successful, stop short of an en- tire seversnce of Buenos Ayres from the Argentine Republic. The General Govern- ‘ment will at once send troops against the insurgents ; pated and much bloedshed is antici- before the outbreak is suppressed, Great excitement prevails throughout the Republic : and it is believed the people wil! largely take part in the struggle cither to ensure or to prevent the inauguration of Genera! iioca. The inauguration shonld take place in Sepiem@er. a Just before Congress rose last week, President Hayes veteea a bill, designed to substitute Marshals at Federal elections ap- pointed fr..n each political party by United States Coreuit Courts for the officials drawn wholly from the Republican party who now fill such positions, and are in- vested for the time with almost despotic power. The President regarded the moderate bill presented for his approval as unconstitutional; but its chief demerit was, in Kepublicen eves, its withdrawal of elec- tien proceedings from Republican control. <a. A Larue Lor or SALMON SENT Tro Boston.-— ee eS a Correspondence. sw We do noi hold ours lpea ve sponsible for | the stalements or opiwon ‘ of vur corresponde nts t The Beg Case Fraud. | | f'o the Ediior of the Rvaminer | SIR Allow me, through your columns, to! call the attention of the Minister of Customs | to the frandulently low values at which egg | cases are being entered at some ports in this | Province. New No. 1, 30-dozen cases, with | paper fillings complete, and werth in the | United States from 70 to 7/ cents each, or $70 to $7@ per 100, have been, and are still being, | entered ‘at an «appraised value of 40} cents exch, or $ te) per 10), And second-nand the United states, from 4) to 69 cents each, | or $40 to $60 per 100— according to) quality—are being entered = at from 20] to 25 cents each, or $20 to §23/) per 100. The value of paper fill- ings alene for 30 dozen cases—at the place | of manafacture--are worth, per set, frem 35 cents on to 50 cents—according to quality. it seems strange to see one importer entering No. 1, 30-dozen egg eases at au invoice valn- | ation of 75 cents each, while another enters | the same class of articles at an {appraised | bogus valuation of his own (taken from a reference letter) at 40 cents cach —just tive cent more than what paper fillings have lately been entered at per set;—thus leaving the value of new No. | cases five cents each, or 35 per 100, without the filling. From this it is easily seen that the revenue is being defrand- ed to a considerable extent, through the bogus valuations of the class of goods in ques- tion. The writer is aware of one firm this | seasou enteving 200 new No. | cases at $40 per | 100--thus defrauding the revenue in this transaction to the tune of S15, allowing the cases to be worth only $79 instead of $79 per | 100, Semeof the parties who become ap- | praisers of their own goods say that they | don't import the cases ou their own account— | that their consignees supplies them with these | packages to be filled and exported, and hence, we may add, the cooked up values for Castom | House purposes. Itis true that egg cases are imported for the purpose of exporting | eggs in, but parties, alter yetting them ; through the Custom Mouse and stamp d as | the law provides, the owners of such cases are | avt to either sell them or te send them back | and ferth between the Dominion of Canada) and any other foreign country, as often AS | they see fit without being subject to a repay- x i ment of duty. There may possibly be a con- | ‘siderable amount of smuggling done in returning these cases — particularly io the article of fillings. Yes, and they have been used for smuggling liquors, tea, tobaceo, sugar, ete, into this Do- minion. And, as the egg trade is rapidly angmenting in this Island, as well as. in the whole Dominion, the number ef packages re- quived to carry it on is continually on the in- crease; xnd the speecres of fraud to which I allude will not diminish. Nor caa it be other- wise, so long as uaprincipled and interested parties are allowed to become appraisers of their own goods, and enter them at half value, to the injury of those who pay duty on the full value of their imports. There must be negligence, duplicity or official rot somewhere, Suffice is it to when an official once be- comes a tool in the hands of one importunate individual, he is henceforth at the mercy of all such, when his official doom is sealed. Whatis written remains! One thing is cer- tain, however, that a factery for the manufac ture of egz cases is not hkely to flourish in thia Island under the circumstances above set forth, as the value of the imported article will allways be growing beautifully less. | have retrained thus far from either naming auy particular locality where such fraud is carried on, or even hinting at the names of the parties concerned, But, never- theless, if more positive evidence is required to substantiate what 1 have written, | am ready and willing to come to the frent. Hoping that immediate steps will be taken hy the proper authorities to adjust such fraudulent irregularities, | beg to remain, Yours respectfully, Fark DEALsR. Say, fane 18, 1880. +o. Personal.
