Maximum Tonnage.
___“As regard classes three and

ence will fix a maximum tonnage
applicable to all powers, which no

Within this maximum limit each
power will at the final conference

the tonnage they propose to reach,
and which they undertake not to
exceed during the period covered by
the convention.”
The compromise, or agreement it-
self, is quite a brief document, but
the white paper consists of 45 pages,
starting with a large number of ex-
tracts of speeches delivered at the
meetings of the preparatory com-
mission on disarmament by the
statesmen ol different nationalities,
leading up to the divergence oi
opinion between the British and
French Governments and the open-
ing of new pourparlers last March
in an edort to arrive at a compro-
mise.
Compromise Proposals.
Under date of October 9, Lord
Qushendun, acting British Foreign
Sedretary, sent a circular to al`
countries on the League of Nation:
preparatory disarmament commis-
sion, in which he said:
“The observations of the Gov-
‘ernments of the United Stiites. Italy
and Japan on the British-French
compromise proposals in the matter
of naval armament limitation hav-
ing now been received, the presenl
moment affords opportunity of pre-_
senting for your information anc
guidance an outline of recent dis-
cussicns and correspondence on the
subject.

Italy in particular supported the
French thesis while the United
States who, though not a member of
the League of Nations, is represent-
ed in on the preparatory commis-
sion, favored the British plan of
limitation by classes, while differ-
ing as to its application in detail.
Modified Proposal.

“In the hope of bridging this diver-
gcnce the French delegation some
days later put forward a modified pro-
posal which became known as the
French compromise proposal, and
which went so far to meet the
British view as to introduce classi-
fication by four classes. It contained
provision, however, for unlirnlted
transfer of tonnage from one class
to another and partly for that rea-
son and partly owing to the small
number of classes proved lnaccept-
able to the British delegation.
“In considering these successive
steps towards compromise," continu-
ed Lord Cushendun’s circular, “it
should be borne in mind that the
British contention had* always been
for limitation in detail and the
French contention for limitation by
total tonnage. Thus the original
British plan had been for classifi-
cation by nine classes. Under the
modified British proposals as sub-
mitted to M. Briand (French For-
eign Minister) after the ,March con-
versations the number of classes
nad been l/educea to six, but includ-
ed vessels of all types.
/ "On their side the French Gov-
ernment was no less anxious than
His Majesty's Government to pro-
mote an agreement and had shown
a disposition to meet the British
thesis so far as possible. In the end
a compromise was reached on the
basis of a limitation applicable to
four classes of war vessels. Like
all compromises these tentative pro-
posals involved concessions by both
sides. They represented an advance
from a position of difficulty and
deadlock which had prevailed for
over a year. While admittedly in-
complete as a final solution of the
naval limitation question they.
would, if adopted. have added two
further classes of vessels to the two
:lasses limited under the Washing-r
ton treaty. They could only leadto
useful results if the other principal
naval powers were ready to regard
them as offering a possible basis for
resumption of negotiation in the
preparatory commission.
Two Months Later.
"Confronted by these acute and
seemingly irreconcilable divergencies
and anxious to do nothing which
might prejudice the success of the
_naval conference to which the Un-
ited States Government had recent-
ly issued invitations. the prepara-
;ory commission adjourned without
having made any progress towards
in agreed text oi’ a skeleton con-
/ention.
"Two months later the naval con-
ference met in Geneva only to break
down after seven_wceks of effort tn
adjust the differing points of view
of the governments represented.
“In the face of the deadlock in
the preparatory commission follow-
ed by the failure of the Geneva con-
ference all prospect of immediate
progress appeared tobe extinguish-
ed. The French and British draft
conventions remained unreccnciled.,
all attempts to arrive at an agreed
text having broken down. Informal
cnversations. however, were fre-
'iucnt at Geneva. Naval experts dis-
‘ussed the different points of view
and the political delegates also
sought a way out of the impasse.
These talks ultimately culminated
in conversation between M. Briand
and Austen Chahiberlain in Geneva
in March, 1928. which led to the
compromise under review.
