to surround himself with abody of strong
and ambitious Ministers like himself and
become a very real danger to the nation.
The Republic wnde more and more to

Caesariam in Rome, and of the Napoleons
in France have shown how easy it has
been under certain conditions to over-
throw the existing order and establish a
practical despotism in its stead. Hence
the wisdom of the rule that a President
shall not hold office for more than two
terms.
In Canada we have no such ferr of our
Governor General and have no hesitation
