The Prime Min- istcr has been greatly impressed by the amount of young talent among i115 followers and he wants to streng- then his administration by calling upon it. In this connection it ls known that Earl Balfour will not again be in the cabinet because of ill-health, that Rio-Hon. W. O. Bridgeman will be made a peer, and that it is doubtful if all- Austen Chamberlain will retain ‘the foreign secietal-yship. Though Blr Austen has repeatedly stated that he wants to remain at the foreign ofllce, it is understood that Premier Baldwin would like him to take a peerage. Bil‘ William Mitchell-Thomson, postmaster-general, when} Mr. Bald- win recently rebuked publicly for ‘refusing to receive a deputation will not continua in llis present position after the election, it is understood.
