People had naturally expected that with a combination of three compan- ies in one, considerable econopies in working could be effected that would en- able the consolidated company to give a rate as low as the average rate which nad before prevailed. In this they have been sadly disappointed. The advance in the price of coal is put forward as the main excuse for the increased charges, but the advance in * cool is not a very recent thing. Nor is the cost of coal by any means the only expense in operating either a gas orl electric plant. The interest on the capital cost of the plant, the annual charge for depreciation, the labor employ ed, are large items, and not one of these has been in any way affected by the rise in the .price of coal. Besides it is to be observed that the increased cost of coal for heating makes* a serious increased charge upon the householder of small or moderate income, and 3 renders such persons less able to bear the sudden ani surprising advance in' the rates for No reasonable person will object to tl e ` ew 'company equalizing the rates where they may have been unequal, 'or even making a small iivance in-rates if absolutely necesf -' to place their enterprise upon . flying basis. The public are, however, new to believe that the business of Hghtingby either gas or electricity has been wholly unprod- table in the past. Hence it is quite natural they should feel that under the new rates the Light and Power Company _ are trying to exact more than is justi- fiable. It is also claimed that noi raise in the rates should have been made uriil a satisfactory light was being furnished. At present the light in streets and residences is quite as bad and intermittent as it was when ,it was strongly condemned and ridiculed by members of the' present Light and Povi er Company.
