Ido not pretend to estimate the sc entific value of this naval programme, but it is time to sound an alarm throughout the United States against further loss of time before our fleet blockades and oceupies Cuban ports. There is not a serious man here who does not know that the issue between the United States and Spain is no longera diplomatic, but a military question. The Spanich Ministry is united in its deter- mination to fight rather than withdraw one soldier from Cuba. The order for cessation of hostilities sent to Blanco was a mere trick by which the Spaniso Government hoped to secure tue temporary withdraw: 1 of the American | equadrone from the vicinity of Cuba and the Philippines.
