Tne cause oi failure was attributed to the complica- tions arising out of the Bulwar-Clayton treaty and the Alaskan boundary ques- tion, both of which the United States Government was unwilling to submit to the ordinary recognised modes of arbi- tration. Now these troublesome ques- tions are out ef the way and it is to be hoped that a fair plan of arbitration may be agreed upon between the two nations. It is most desirable, we think, that such a treaty should be made. Britain and France have already made a treaty of arbitration and advances have been mane toward a like agreement between Britain and Italy.
